Engineering Technician I
General Statement of Job:
This role ensures that site development plans, specifications, and related documentation comply with local, state, and federal regulations. Responsibilities include review of project requirements, aligning engineering solutions with community infrastructure goals, and providing technical guidance to support sustainable urban development.
Specific Duties and Responsibilities - Essential Functions:
*Assists in reviewing building permits, site plans, and other Development Review Committee (DRC) applications for compliance with applicable standards.
*Reviews preliminary and final plats to ensure compliance with local and state regulations.
*Assists with preparing agenda items related to final plats and the acceptance of major subdivisions.
*Assists in FEMA floodplain determinations and ensures compliance with floodplain management requirements.
*Develops specialized maps for various City departments.
*Provides information to the public and city offices regarding development reviews and city projects.
*Researches property records related to projects or reviews.
*Maintains project files and records, ensuring up-to-date documentation of project history and status.
*Performs other duties as assigned.
Minimum Education and Training:
An Associate's degree in civil engineering, engineering technology, computer- aided drafting, or a related field, supplemented by two (2) years of experience in surveying, drafting, design, or civil engineering is preferred, but an equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities may be considered. Must possess and maintain a valid State of Florida driver's license. Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certification within 12 months of appointment to the job.
Minimum Qualifications and Standards Required:
Engineering Technician 1 must possess comprehensive knowledge of the methods, procedures, and policies of the Public Works and Engineering Department as they pertain to the role. They should understand the organization of the Department and its relationships with other departments and agencies, as well as the functions and interrelationships of the City and other governmental agencies. They must be knowledgeable in the laws, ordinances, standards, and regulations relevant to their responsibilities.
They should have an and understanding of basic concepts related to land conveyance, easements, legal descriptions, and legal documents. The ability to read and interpret surveys and construction plans, as well as perform minor field surveys, is essential. Proficiency with related equipment, tools, materials, computers, spreadsheets, data processing, and word processing is required. Comprehensive knowledge of all applicable codes and regulations is a needed.
The technician must make sound, informed decisions and provide assistance to co- workers and employees from other departments as needed. They should take initiative to complete tasks independently and be capable of planning, organizing, and prioritizing daily assignments and activities. The ability to learn and apply new skills and information to enhance job performance and efficiency is essential, as is proficiency in reading and interpreting complex materials related to their responsibilities.
The technician should be skilled in gathering and analyzing information and producing clear, concise written reports and records. They must be familiar with the terminology and professional language used within the department. They should be capable of maintaining effective relationships with personnel from other departments, professionals, and the public through clear communication and cooperation. The technician must communicate professionally in confrontational situations and be proficient in proper English usage, vocabulary, spelling, and basic mathematics.
Knowledge of modern office practices and technology, as well as applicable occupational hazards and safety precautions, is essential. They must be able to react calmly and quickly in emergency situations.
Physical Requirements:
Must be physically capable of operating various machines and equipment, including a computer, telephone, calculator, drafting instruments, and survey tools. Tasks may require moderate physical effort, involving activities like climbing, balancing, stooping, kneeling, crouching, and crawling. The role may also involve lifting, carrying, pushing, or pulling objects and materials of moderate weight (12-20 pounds) and occasionally heavy objects (up to 100 pounds) during site inspections.
Responsibilities:
Maintains high standards of accuracy in performing duties and responsibilities, taking prompt corrective action to address any quality deficiencies. Ensures effective communication and interaction with internal and external entities.
Performs essential functions and related tasks efficiently, consistently meeting established standards and expectations.
Assumes responsibility for completing assigned work within deadlines, adhering to directives, policies, standards, and procedures. Maintains accountability for responsibilities in technical, human, and conceptual areas.
Exercises analytical judgment by identifying issues or situations as they arise and specifying decision objectives. Identifies or assists in identifying alternative solutions and implements decisions in accordance with prescribed policies and procedures with minimal errors. Seeks expert advice when appropriate and thoroughly researches issues, situations, and alternatives before making judgments.
