The Sourcing Specialist I report to a Sourcing Lead with in The Johns Hopkins Health System (JHHS)as a member of one of three sourcing groups: Clinical, Non-Clinical or Capital Equipment. Depending on placement, this position will be responsible for executing against a sourcing strategy for (1) capital equipment, (2) clinical products, or (3) non-clinical items and purchased services, all across a range of different types of contracts. The Sourcing Specialist I will engage in daily sourcing activities including drafting and negotiating contracts, supporting the monitoring of contract performance, contributing to the Request for Proposal (RFP) process, developing, evaluating and managing vendor relationships and implementing contracts with end users. This position will also be responsible for conducting benchmarking activities, reviewing industry best practices, analyzing corporate spend and collaborating in cross-functional teams to achieve cost savings, increase quality, and build and maintain a competitive portfolio of pricing for capital equipment, clinical products, non-clinical items and purchased services.

The Sourcing Specialist I will collaborate with the Divisions of Analytics and Value Analysis within the JHHS Supply Chain Department. Area specific responsibilities may include reviewing buy vs. lease analysis and conducting total cost of ownership reviews (e.g., cost of consumables and service agreements should be reviewed in the capital purchase process). This position will be responsible for drafting contracts in coordination with JHHS Supply Chain Department Contract Managers and the JHHS Legal Department. The process of sourcing clinical products, non-clinical items and purchased services, and capital equipment and related services will align with the vision for the future of Supply Chain, "sourcing the best quality products at the best price, treating customers with service orientation and focusing on supply chain excellence internally."

Education:




  • Bachelor's Degree is required
  • preferably in Supply Chain, Business Administration, Public Health, Hospital Administration or related business/finance areas.
  • Master's Degree preferred.



Knowledge:




  • Knowledge of supply chain contracting strategies, management and drafting, including an understanding of strategic sourcing, spend analytics, benchmarking, industry best practice and how to achieve cost reduction while maintaining or improving quality
  • Knowledge of cost reduction and quality improvement initiatives/projects to support the sourcing of capital equipment, clinical products or assigned non-clinical items and purchased services (e.g., pricing, standardization and utilization)
  • Basic knowledge of finances and the economics of sourcing capital equipment, non-clinical products and purchase services, or clinical products.
  • Knowledge of demand planning and forecasting and asset management (capital equipment/clinical products and services/non-clinical product and services)
  • Knowledge of contract negotiation, drafting and management



Work Experience:




  • Applicants must have at least two years of work experience or residency/externship experience in Supply Chain or healthcare related field.
  • OR applicants with a Master's Degree (MBA, MPH, MHA) must have at least six months of work experience in Supply Chain or healthcare related field



Skills:




  • Ability to execute, with minimal supervision, against a sourcing strategy for capital equipment, clinical products, or assigned non-clinical items and purchased services in line with JHHS Supply Chain's strategic vision
  • Negotiation and management skills for both Group Purchasing Organization (GPO)and contracts negotiated directly with vendors, as well as managing an RFP process
  • Analytical skills to enable sourcing/contracting decisions for capital equipment, clinical products, or assigned non-clinical items and purchased services, through data (e.g., by referencing benchmarking, industry/market analysis, buy vs. lease analysis, total cost of ownership reviews and spend analysis)



Ability to develop and maintain strong vendor relationships, and maintain internal customer and supplier relationships to ensure successful contract implementation and operational effectiveness

Interpersonal, communication and influencing skills with the ability to maintain strong business relationships

Ability to work well as a member of cross-functional teams (e.g., value analysis, analytics and end user teams, along with administration support staff)

Salary Range: Minimum 36.49 per hour - Maximum 60.26 per hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.
