Primary Purpose Design, build, and implement systems and organization needed to successfully manage Commercial Operations for all Sempra LNG projects including but not limited to ECA, ECAL, PALNG Phases 1 and 2, and Cameron Phase 2. Commercial Operations will be conducted as a shared service for Sempra-operated projects (ECA, PALNG) and will act as a customer at Cameron. Commercial Operations consist of management and implementation of Cargo Scheduling and Logistics, including implementation of Annual and 90-day Annual Delivery Programs (ADP) as well as the administration and implementation of LNG Supply Purchase Agreements. Each Project will be staffed by a team of approximately 3-4, with the most senior as the lead, but with all team members fully functional in all aspects of Commercial Operations. Due to the dynamic nature of Plant Operations and LNG Shipping, each project team must be able to make adjustments on a 24/7/365 basis. On a day-to-day basis, incumbents in these roles will nominate feed gas for the plant based on planned production targets, manage changes in plant operations and feed gas pipeline operations, manage LNG inventory, and manage the ADP for customers to ensure LNG cargoes can load in accordance with contractual requirements, while keeping feed gas, production, inventory, and delivery in balance. At ECA, incumbents will also manage imported LNG Cargoes as a customer for regasification in addition to managing LNG exports to external customers. At Cameron, incumbents will act as customers, making daily gas nominations in accordance with Cameron's production plan, and lifting LNG Cargoes in accordance with the Cameron LTA (Partnership Agreement). Develop and maintain good working relationships with Customers, Suppliers, Marketing, Pipelines, LNG Ship Operators, and LNG Plant Operations, and interface with all of these groups continually.
Duties and Responsibilities
- Design, build, and implement Commercial Operations systems, protocols, and procedures for projects under Development/Construction prior to reaching completion of construction.
- Manage LNG contracts for sale and offtake, manage feed gas nominations, LNG inventory, plant production, and excess production once construction is complete.
- Support Sempra LNG's projects in the area of Commercial Operations working with Legal, Marketing, Operations, and Engineering Teams.
- Support marine/shipping activities related to LNG projects under development and operation.
- Perform other duties as assigned (no more than 5% of duties).
Education
- Bachelor's degree in engineering business, business administration, or related field required.
Experience
- 5-10 years of experience in the Energy Industry in Development and Management of Commercial Structures in the LNG and related industries required.
Knowledge, Skills and Abilities
- Understanding of LNG Commercial Contracts, Structures and Delivery Programs.
- Ability to develop and implement Systems and Procedures for a Commercial Operations Program.
- Ability to build and manage a strong team able to implement and execute contractual requirements.
