A Brief Overview
The Utility Management Analyst is responsible for implementing utility management and tenant cost recovery programs throughout the HMC Portfolio. The role provides the day-to-day oversight, monitors and evaluates the Resident Energy Conservation Program (RECP) activities of the third-party vendor (YES Energy Management) and local utility companies for Military Housing Projects, and ensures accurate information in all reporting documents to residents, managers, and partners. In-partnership with the Vice President of Operations (VPO) and Director of Operations (DO), this role creates, updates, and ensures compliance with procedures and processes in accordance with the RECP guidelines set forth by the Department of Defense (DOD) and our Military Partners; and ensures that RECP is operating within the standards set by Hunt Military Communities, as well as the U.S. Military and those requirements established by local utility companies. This role leads the energy budgeting and projection process and provides regular market rate and purchasing/cost adjustment updates and recommendations to Asset Management. This position has direct accountability for portfolio energy spend and will report on associated capital expenditure budgets and savings estimates. This position reports directly to and acts as an advisor to the Utility Management Director. The position will be primarily a resource for both site-level and corporate positions in determining best practices for utility management, and tenant cost recovery programs as it relates to operational activities.

What you will do



  • Manages and analyzes all data pertaining to utility expense management, and tenant cost recovery programs.
  • Reviews all tenant cost recovery program calculations, interfacing with utility billing companies, military partners, asset management and property managers. Responsibilities include such things as unit type groupings, annual communication and coordination of tenant cost recovery programs and ensuring third party utility billing provider is providing adequate service and support to residents.
  • Partners with the third-party utility provider and local public utility companies to ensure adequate service, advises on reasonable monthly reporting solutions and reporting capabilities to accurately capture data (resident utility usage data) for distribution to Military Partners, Hunt Military Communities, Director of Operations, Vice President of Operations, Energy Management Director, Senior Energy Manager and residents.
  • Develops, uses, and supports database applications, analytical tools and ad hoc queries to produce the following reports requested by Hunt Military Communities, Corporate and Military Partners: Like-Type Groups, High Energy Consumers, DOD Progress Reports, Utility Billing Reconciliation, Public Utility Consumption, Third Party Utility Consumption, Utility Meter Efficiency, Baseline Progress Reports, Monthly Summary Detail Reports, Allocation Charges Detail Reports, Residential Analytic Reports, Transaction Register Analytic Reports, and Vacant Unit Usage Reports.
  • Validates quality processes by establishing and refining RECP specifications and quality attributes, measures progress, documents evidence, determines operational and performance qualification, writes, and updates assurance procedures and submit findings to Hunt Management, Corporate, and Military Partners.
  • In-partnership with the Utility Management Director and Director of Operations, conducts analysis of utility consumption costs on Military Housing Projects as assigned. Reviews billing methods from the utility providers and may make recommendations to Hunt Military Communities and the VPO and Utility Management Director.
  • Trains and ensures the operations team is familiar with and compliant with tenant cost recovery program guidelines. Produces and implements tools and guidelines for training resources.
  • Prepares and provides utility cost forecasts and budgets, as well as the strategic planning utility process.
  • Analyzes, interprets, and prepares Ad Hoc reporting requests to local and Hunt Military Communities. as well as Military Partners.
  • Supports pre-and post-production maintenance functions with Hunt Military Communities and Construction/Development, as well as support documentation and end-user training of reporting and business intelligence solutions.
  • Assists the Management Offices by building positive relationships with residents on a variety of Resident Energy Conservation Program situations and resolves concerns in a courteous, prompt, and professional manner.
  • Provides support and guidance to the various community associates: Community Managers, Community Directors, Resident Relations Specialists, Maintenance Supervisors and Technicians on events like move in orientations, move outs, home audits, delinquencies, documentations, etc. Trains team members on implementation of initial program procedures, as well as on-going supplemental applications.
  • Represents the company at public outreach events focused on energy conservation education such as Military Command sponsored energy fairs and Energy Conservation Board Meetings.
  • Monitors utility invoice audit process.
  • Upholds all Company policies, goals, and values.
  • Represents the Company in a professional manner.


Qualifications



  • Associate's Degree in Business, Finance or related discipline Preferred
  • Bachelor's Degree in Finance, Business Management, or Sustainability Preferred
  • 4-6 years work experience Required
  • Must be detail oriented and able to work within specified deadlines.
  • Ability to identify problems, collect and analyze data and draw logical conclusions.
  • Ability to prioritize, multi-task and meet deadlines.
  • Ability to maintain confidentiality.
  • Analytical and detail-oriented with strong organizational skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Excellent computer skills including, strong use of Excel and MS Office.
  • Ability to pay close attention to detail, work independently.
  • Accepts new responsibilities and adapts to changes in procedures.
  • Self-starter takes initiative, able to prioritize and multi-task in busy environment.
  • Requires a highly motivated, detail oriented individual who can be a part of a team and demonstrates strong organizational skills and follow through skills.
  • Must demonstrate good written and verbal communication skills and interpersonal skills, particularly the ability to communicate effectively with all levels of management.
  • Reliable and dependable attendance and punctuality are essential for this position.


Compensation
We are committed to offering competitive and equitable compensation. The hiring range for this position is generally between $55,100 - $69,000, exclusive of fringe benefits or potential bonuses. This position is also eligible for a performance bonus. Final salaries will be determined based on factors such as geographic location, skills, education, licenses, certifications, and/or experience. In addition to these factors - we believe in the importance of pay equity. Please keep in mind that the range mentioned above is the general Hiring Range for the role. Hiring at the top of the range is reserved for exceptionally qualified candidates. We consider internal and external factors as a part of every final offer.
