Astrion has an exciting opportunity for a Test and Evaluation Manager to join the F-15 System Program Office within Astrion's Air Force Division, F-15 Foreign Military Sales in Dayton, Ohio.

REQUIRED QUALIFICATIONS / SKILLS

  • Advanced Engineering Degree and 12 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD.
    • OR, BA/BS degree, and 15 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.
    • OR, 20 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, 8 of which must be in the DoD.
  • Minimum of ten (10) years of experience in U.S. military fighter/bomber aircraft.
  • Current Required Security Clearance: Secret
  • General understanding of current DoD and AF-specific acquisition regulations, guidelines, and processes.
  • T&E knowledge and experience to support systems and subsystems development, procurement and sustainment activities throughout their life-cycles, including pre/post award project/program T&E tasks.
  • The Contractor shall have experience in the acquisition process and of the entire system(s) being acquired to establish test objectives necessary to ensure a thorough, meaningful test program meeting Government objectives.

DESIRED QUALIFICATIONS / SKILLS

  • Minimum of ten (10) years of experience as a military fighter/bomber, pilot, or weapons systems officer background and an understanding of fighter weapons systems integration operational employment and weapons capability and software development processes. Recommend a minimum of five (5) years of experience in test and test management, to include software development.
  • Minimum of ten (10) years of experience in understanding user requirements, test planning, management, certification, and evaluation.
  • Proficiency in the use of Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, SharePoint, Skype/Lync, and MS Teams), Adobe Acrobat, and applications for access to the World Wide Web including MS Internet Explorer. The Contractor may be required to learn to use other commercial or specialized computer applications as specified in this PWS.
  • Possesses the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field, possess the ability to perform tasks and oversee the efforts of junior and journeyman personnel within the technical/professional discipline. Will demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures and practices in their area of expertise (Program Office, Enterprise and Staff Level Support interface)

RESPONSIBILITIES

  • Provide capability of the T&E processes to assist in the designing, planning, execution, analysis and reporting phases of T&E programs to assess the performance of aeronautical systems, subsystems, and equipment, as they progress through the various acquisition phases and milestones.
  • Review/develop/update applicable program documentation for T&E management relevant requirements across the full spectrum of actions required to award contracts and accomplish test program execution, to include, but not be limited to, tasks related 80 pre-award documentation, evaluation criteria development, contractor proposals evaluation, post award documentation actions, SOCs, TEMPs, and Operational Test Readiness Review documentation (OTRR).
  • Perform an advisory role, as required, for Government program source selections on all T&E management-related requirements and support program team meetings, working groups, and reviews as required as well as provide support to any Integrated Test Team (ITT) activities as required, including interaction with higher level test organizations including, but not limited to, HAF/TE, OSD Directorate of Operational Test and Evaluation (DOT&E), and HQ AFMC/A3.
  • Review, analyze, and resolve equipment interface problems and assist in the determination and definition of aircraft configuration requirements. Contractor expertise shall be used to support the CCB for aircraft modifications and review, analyze and identify potential updates to TOs and TCTOs, drawings, ECPs, IPBs and other applicable SI technical data.
  • Evaluate the levels of effort, resources and integration required to develop executable T&E programs and execute the T&E plan and assist in scheduling and securing required test resources in support of Government project/program office objectives and support major program reviews, inspections, and conferences, test plan working group meetings, executive independent reviews, program evaluations, ITT, test readiness reviews, other test related program events as well as major milestone events.
  • Assist in the development and/or maintenance of test plans and procedures, acquisition strategies and planning documents and support the coordination of Acceptance Test Procedures for the delivered items and associated plans as well as testing requirements with Government program office customers, contractors, and other agencies with standardization requirements for test programs.
  • Assess data collection methodology and instrumentation requirements. The Contractor shall evaluate sufficiency of data analysis using MS&A techniques, models, computer simulations or other tools/methods as necessary and recommend and assess test data requirements necessary to meet Government program test objectives within program cost and schedule constraints and use the analysis results to recommend changes in testing techniques, procedures, and/or to identify potential areas for further investigation.
  • Perform research activities to define necessary test requirements, definition of task scope and selection of alternatives and analyze test strategies to interpret, organize, execute, and coordinate assignments for projects having a major effect on the programs as well as recommend any on-site test facility improvement to Government officials to provide potential solutions for any program test problems, issues or concerns.
  • Determine the capability and availability of major DoD and civilian test resources and facilities to include planning and organizing the flight and ground testing of an aircraft, subsystems or components involving weapon system contractors, other USAF or Allied test organizations, and DoD agencies and prepare, maintain, update, and review the full range of test plans and test-related (T&E strategies, requirements and objectives) documentation for adequacy, specification/performance requirement compliance, conformity with mandatory guidance, and provide recommendations as necessary for improvement.
  • Perform and prepare trade-off studies and make recommendations on alternative test strategies and approaches to Government senior leadership and assist the LDTO in all aspects of test execution and the flight processes required by the LDTO to enter flight test to include safety review board and technical review board.
  • Support complex FMS test tasks coordinating and managing test planning, development and execution and work with outside offices including, but not limited to, DCMA, partner nation customers, test organizations, and AFSAC to coordinate activities and to resolve issues.
  • Support partner nation F-15 avionics and weapons capabilities; complex weapon(s) integration; aircraft operations and employment; OFP requirements development; aircraft mission and support equipment; authorized aircraft configurations and capabilities; aircraft subsystems; and systems integration and assist to investigate, analyze, plan, develop, implement, and evaluate solutions for complex issues discovered during ground and flight test; provide expert-level issue resolution and recommendation support to achieve desired program outcomes to situations that may include, but not limited to, test site planning and stand up, DCMA and prime weapon system contractor roles, CONOPS development, and test process implementation.
