**CONTRACT PENDING AWARD**
The Deputy Program Manager serves as the alternate or Deputy PM in the absence of the Program Manager; assists in the management of the overall technical and administrative support activities for personnel in the execution of test support services at the US Army White Sands Missing Range (WSMR) - Test Engineering and Analysis Services (TEAS). Serves as the alternate company point of contact for TRAX, with authority to fully execute contract modifications, subcontracts agreements, and any purchase orders. As an operational leader reviews test plans in terms of resource and workload allocations, resolve conflicts, updating milestone schedules, and ensuring adequate and timely test support is available. Assess projected workloads, compare to available resources in terms of numbers and available skills, and confer with WSMR - TEAS personnel on issues and requirements. Monitors contract deliverables to ensure all contract and test requirements are met or exceeded in accordance with Government guidance and regulatory requirements. Establish, approve, and ensure compliance with all WSMR and Army policies and procedures. Coordinates with the PM and serves as needed as a technical interface with the WSMR customer on purchase orders, inventory, and other requirements. Meets regularly with the TRAX PM and primary Government contacts, KO and CORs.
The designated alternate or deputy Program Manager (Deputy Program Manager) shall be available during normal duty hours within two (2) hours after notification to meet on the installation with Government personnel designated by the KO to discuss problem areas. After normal hours, the Deputy Program Manager shall be available on site within two (2) hours. The Contractor shall designate a Deputy Program Manager to act on behalf of the Contractor in the absence of the Program Manager. The Deputy Program Manager may fulfill other managerial responsibilities.
Duties and Responsibilities * In coordination with the Program Manager provides technical, administrative, and operational management of assigned project or tasks, including contract and subcontractor management * Responsible for the administrative/operational leadership of a project within the program guidelines set by the Program Manager and customer * Conducts planning and provides recommendations to client on task workload * Assists the Government in synchronizing requirements throughout the lifecycle of the project within cost, schedule and performance identifying any issues in project meetings * Attends customer meetings and may serve as primary client liaison * Interacts with vendors, other agencies, and other client staff on behalf of the client * In-depth understanding of the task order requirements, their responsibilities, and the ability, knowledge, experience, and skills to carry-out those requirements and responsibilities * Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received * Understanding of DoD and Army Policies * Give presentations to a technical audience * Follow and implement TRAX quality processes, SOP's, and work instruction * Perform other job-related duties as assigned |
Qualifications |
Required Skills and Qualifications * Bachelor's degree in Engineering (Mechanical, Electrical, Industrial, Chemical, Nuclear, Aeronautical, or Network) and/or Business from an accredited college or university * Five (5) years of demonstrated engineering and management experience on contracts OR projects with organizational responsibilities of a similarly complex nature and financial scope * Work experience AND demonstrated leadership responsibilities on at least two large projects or programs utilizing mechanical, computer, electrical and electronics engineering disciplines * Experience reviewing and approving the work of project managers, engineers, support staff and contract administrative personnel * One (1) year of experience, demonstrated knowledge of, or education in the DOD contracting process * One year of experience, demonstrated knowledge of, or education in the DOD acquisition process specifically related to the test career field * Must be able to support occasional travel (25% or less) as required CONUS/OCONUS * Excellent interpersonal and communication skills with documented supervisory experience * Skills and knowledge of the Microsoft Office products and SharePoint
Physical Demands and Working Conditions * The work of this position is performed in an environmentally controlled office environment or in the outdoors of the test center * Must be capable of sitting and entering data on a computer keyboard for extended periods of time * Must be able to view computer monitor for extended periods of time * Must be able to lift 25 pounds unassisted * Reasonable accommodation can be made to enable people with disabilities to perform the duties and responsibilities Terms of Employment & Eligibility Requirements * Must be a U.S. Citizen * Must possess or be able to obtain and maintain an active Top Secret Security Clearance, IAW DOD regulations * Must be able to successfully complete a background check * Must have a valid driver's license, without restrictions
