Pantheon Data was founded in 2011, initially providing acquisition and supply chain management services to the US Coast Guard. Position Overview

Pantheon Data is currently seeking a Business Systems Program Manager. The Program Manager will lead and oversee all aspects of Navy HR systems projects, focusing on IT controls audits, assessments, remediation, and strategic internal control initiatives. The role requires a visionary leader with extensive experience in IT systems, risk management, and project leadership, ensuring that projects are aligned with organizational objectives and regulatory compliance, including FISCAM standards. The Program Manager will be responsible for setting the overall direction, guiding teams, and fostering client relationships to drive business transformation and ensure project success.

Responsibilities



  • Provide executive leadership and strategic oversight for Navy HR systems projects, ensuring alignment with organizational goals, federal regulations, and industry best practices.
  • Develop and implement long-term strategies for IT control audits, risk management, and system modernization, while ensuring compliance with FISCAM and other relevant standards.
  • Lead cross-functional teams, overseeing the planning, execution, and delivery of projects, including risk assessments, audits, remediation efforts, and business process improvements.
  • Serve as the primary point of contact for senior stakeholders, providing regular updates, presenting key findings, and ensuring clear communication of project goals, timelines, and outcomes.
  • Oversee the development of project roadmaps, ensuring resource allocation, budget management, and risk mitigation strategies are in place to meet project objectives.
  • Foster strong relationships with Navy HR system clients, providing strategic advice on IT controls, audits, and the transformation of business processes, and ensuring high levels of client satisfaction.
  • Guide the development and execution of remediation plans and ensure that control weaknesses are addressed efficiently and effectively.
  • Drive innovation and continuous improvement in the organization's approach to IT risk management and internal controls, leading efforts to modernize Navy HR systems and enhance operational efficiency.


Required Skills and Experience



  • Bachelor's degree required, advanced degree preferred.
  • Ten (10) or more years of experience in IT controls, audit, risk management, and project leadership, with at least three (3) years in a senior leadership or director role.
  • In-depth knowledge of IT risk management frameworks, control standards (FISCAM, OMB Circular A-123), and federal information assurance regulations, particularly in Military and/or civilian pay systems.
  • Demonstrated success in leading large-scale projects, managing teams, and delivering results in complex, regulatory-driven environments.
  • Exceptional leadership, communication, and stakeholder management skills, with a track record of building and maintaining strong client relationships.
  • Strong analytical and strategic thinking abilities, with the capability to make high-level decisions and guide teams in executing complex projects.


Preferred Skills and Experience



  • Ten (10) or more years of consulting experience working with government contractors.
  • Experience with DoD Pay and Personnel business processes and systems.
  • CPA, CISA certification or other relevant certifications.
  • Expertise in IT audit and compliance environments is a plus.
  • Bachelors of Science in Accounting, Information Technology, or related field.


Clearance Requirements



  • U.S. Citizenship with the ability to obtain and maintain a DoD secret clearance.


Work Location



  • Remote or Hybrid to Arlington, VA


Compensation



  • The salary range for this position is $175,000-$250,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
