The Director, Procurement & Subcontracting - USA is responsible
for the overall development and execution of the Project
Procurement Plan. Supports preconstruction, estimating, and
proposal services, and provides functional direction and
mentoring to procurement personnel on routine and complex
projects. Develops and implements supply management strategies
and business processes to meet company, department, and
business unit goals and objectives.

  • Responsible for the overall development and execution of
    the Project Procurement Plan
  • Supports preconstruction, estimating, and proposal services
  • Performs in a lead position providing functional direction
    and mentoring to procurement personnel on routine and complex
    projects
  • Works directly with various suppliers at all levels to
    maintain effective relationships and to be knowledgeable of
    costs and lead times of major equipment and materials
  • Responsible for the development, monitoring, and
    implementation of supplier performance goals related to cost,
    quality, and service
  • Responsible for competitive solicitation, supplier
    selection, development of contracts, contract language, and
    associated terms and conditions to ensure appropriate risk
    mitigation
  • Develops and implements supply management strategies and
    business processes to meet company, department, and business
    unit goals and objectives
  • Negotiates contractual terms and other related commercial
    items
  • Coordinates and resolves field disagreements and potential
    disputes in collaboration with business unit representatives
  • Provides leadership, facilitation and collaboration for
    total cost reduction, cost savings, and Supplier Diversity
    goals
  • Conducts financial, logistical, commercial, risk, and cost
    analysis
  • Develops project-purchasing strategies, convert them to bid
    package plans and implement associated strategies on projects
    and across project programs
  • Manages and executes end-to-end commercial transaction
    cycle
  • Ensures compliance at all levels with corporate procurement
    policies and procedures
  • Leads the sourcing and identification of suppliers on
    national and regional basis
  • Provides management in all areas of the procurement
    lifecycle for major construction projects from the initial
    drafting and implementation of complex project procurement
    strategies to the negotiation and resolution of claims,
    variations and extensions of time
  • Integrates with design and construction teams
  • Other duties as assigned

Show your expertise

  • Bachelor's degree in Business, Engineering, or related
    required
  • Certified Professional in Supply Management (CPSM)
    preferred
  • 8+ years of Procurement / Sourcing experience
  • Apics Certification preferred
  • Experience working in Procurement in manufacturing, energy,
    oil & gas, high tech or construction environment
  • Experience working in projects in a construction / project
    environment
  • Project management experience is desirable
  • Excellent communication and leadership skills
  • Good understanding of financials, negotiation and problem
    solving skills
  • Must have excellent computer skills with a good working
    knowledge of Microsoft Office
  • Experience using Oracle or SAP purchasing and inventory
    modules
  • Ability to handle multiple tasks at the same time
