ACQUISITION PROGRAM ANALYST
LOCATION: Huntsville, AL
SUMMARY: The Acquisition Program Analyst will support the Army SHIELD Program in Future Operations (FUOPS), executing program analysis, acquisition support, and compliance monitoring to ensure adherence to legislative, policy, and procedural requirements.

- Program Analysis and Execution:
- Research directives, regulations, and policies to ensure SHIELD/M-SHORAD requirements adhere to legislature, policies, and procedures.
- Prepare and consolidate reports on status of funds, expenses, and obligations; ensure accuracy and approval before dissemination.
- Participate in the planning, preparation, development, and justification of the appropriation budget estimate obligation plan and CRA funding requirements.
- Acquisition Support:
- Assist in the preparation of milestone decision packages and acquisition strategies.
- Develop and present acquisition strategies to internal panels and boards.
- Review and process strategy products and assist in the formulation of comprehensive acquisition plans.
- Program Monitoring and Compliance:
- Monitor program execution to assure timely action and compliance with policies.
- Provide program adjustment recommendations to optimize balance between funding, schedule, performance, and supportability.
- Support inter/intra-agency acquisition requirements documentation and compliance.
- Stakeholder Engagement:
- Maintain professional contact and liaison with representatives at all levels to acquire or disseminate information.
- Respond to external and internal inquiries related to program analyses within the area of responsibility.
- Training and Development:
- Provide assistance in conducting program execution analysis and training junior analysts on acquisition techniques and industry best practices.
NON-ESSENTIAL DUTIES: Perform other duties as assigned
EDUCATION AND EXPERIENCE:
- BA/BS in a related field with 5 years relevant experience required.
- Knowledge of 7600A (support agreement) policy, processes, and procedures.
- Knowledge of Acquisition Executive reporting requirements, such as: Selected Acquisition Reporting (SAR), Monthly Acquisition Reporting (MAR); and Defense Acquisition Executive Summary (DAES).
- 5+ years of experience in program operations or a closely related field.
- Experience working with SharePoint, Project Management Resource Tools (PMRT), and Comprehensive Cost and Reporting System (CCaRS).
- Proficient in analyzing acquisition regulatory and statutory documents.
- Skilled in the development, formulation, and preparation of command program execution and accomplishment guidance.
COMPUTER SKILLS:
- Skill in operating a personal computer and standard office equipment
- Must have proficiency in MS Office Suite (Word, Excel, PowerPoint, Access)

- Software Tools Proficiency:
- Proficient in using various systems including SharePoint, PMRT, and CCaRS to adjust transactions, verify accuracy, and identify errors
- Analysis & Presentation Skills:
- Ability to assemble, analyze, and assess programmatic and functional program performance.
- Skilled in planning, coordinating, and executing program information and decision briefings, white papers, traditional and adaptive acquisition documentation, and official reports.
CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:
- Must possess and be able to maintain a DoD Secret security clearance
