Statement of Purpose

Create and sustain jobs for people who are blind or visually impaired by assisting affiliated Nonprofit Agencies (NPAs) in the addition and maintenance of Office Products (OP) and Janitorial Sanitation (JS) products on the AbilityOne Procurement List (PL). Assist the Director of Products, the OP and JS Product Managers, and NPAs in resolving significant problems that disrupt the production and delivery of OP/JS products to Federal Agencies.

Responsibility for the Work of Others

Assign and review work, and coordinate activities of NPA staff and other NIB staff involved in product development. Regularly communicate project timelines, status and next steps to project stakeholders.

Education

A bachelor's degree from an accredited college or university is required. Equivalent work experience or a combination of education and experience is also acceptable.

Training and Specialized Knowledge

Must have in-depth knowledge and understanding of procedures followed by Federal Agencies in purchasing and stocking supplies and evaluating required products.

Experience

Minimum 6 years of professional work experience, including experience managing products or product lines procured by the Government, or minimum 2 years of direct experience in the procurement of products by Government or as an NIB Associate Product Development Specialist.

Travel

Occasional, as needed, to coordinate activities related to the addition of items to the Procurement List. Travel may include visits to Federal Agencies, NPAs, and raw material suppliers when required. Job related travel is approximately 5%.

Specific Duties and Responsibilities



  • Collaborate with the OP and JanSan Product Managers to develop and manage projects for the timely addition of new products to the AbilityOne Procurement List (PL).
  • Schedule project kick-off meetings with NPAs, maintain record of action items and project timeline, and track progress and next steps.
  • Communicate with and compile required documentation from AbilityOne Commission staff, NPAs, federal contracting officers and private sector supply partners.
  • Manage timelines for multiple, concurrent OP and JS projects. Work with Product Managers, NIB Product Development Engineers, Pricing Analysts, and NPAs to establish realistic project milestones. Track and communicate progress and ensure deadlines are met.
  • Request and organize Federal contract data, procurement history, and Item Purchase Descriptions (IPDs) for products proposed for PL addition. Evaluate and share procurement information with the Product Management team and other departments.
  • Prepare and submit requests to the AbilityOne Commission to determine the impact on incumbent suppliers and the loss of business that would result from a PL addition.
  • Prepare, review and edit PL addition requests to the AbilityOne Commission. Write clear and concise narratives that summarize the NPA's product development and production plans.
  • Educate NPAs about the AbilityOne Program PL addition process and requirements. Participate in training programs and orientation for NPAs and NIB Staff in the area of product development and product management.
  • Monitor changes, or proposed changes, to the AbilityOne Commission's policies and procedures. Identify, analyze and make recommendations concerning potential impact on blind workers, NPAs and/or NIB. Communicate changes to team members and NPAs.
  • Maintain weekly and quarterly project status reports including completed projects, general accomplishments and problems in the area of product development and product management.
  • Maintain all project and product-related records and databases, including IS/ADS (internal program system), Salesforce and Oracle. Daily inputs and reports required. Maintain project status comments to ensure monthly NPA Product Development Lists are accurate. Process incentive letters to NPAs for products that have been added to the PL, plus other Post-PL support, as needed.
  • Understand and fulfill requirements in the PLIMS Products Manual for submitting projects to the AbilityOne Commission. Identify and record areas for improvement or errors in the PLIMS Manual, and coordinate needed edits internally and with SourceAmerica.
  • Complete, review and edit project documents using Word, Excel and Adobe Acrobat. Ensure documents are accessible and readable by people who are blind or visually impaired.
  • Under the direction of the OP and JanSan Product Managers, perform market research to support the identification and/or development of PL additions.
  • Process amendments to co-brand agreements between NPAs and private sector supply partners. Complete monthly AbilityOne Commission co-brand report.
