As a member of Garver's growing Harlingen Water Infrastructure Design Center, the Structural Team Leaderwill be responsible for building, leading and managing a group of structural engineering professionals in support of various water/wastewater projects. Extensive background emphasis in concrete design for environmental structures, including high-volume, custom plant projects, will allow this team leader the opportunity to be hands-on with design, directly involved with clients, provide mentorship to team members and actively participate in marketing initiatives.
What you'll do:
Generally, the responsibilities of this role will entail taking projects from conceptual planning to bid ready documents, including preliminary member sizing, design calculations, inter-discipline coordination, preparation of specifications, coordination with regional offices and quality assurance and control.
Ideal candidates shall be capable of evaluating and designing a wide variety of materials including concrete, concrete masonry unit (CMU), steel aluminum and fiber-reinforced polymer (FRP).
Day to day responsibilities will include, but are not limited to:


  • Supporting regional teams with structural related business development activities
  • Perform structural assessments of existing facilities for planning purposes
  • Developing conceptual level structural designs for water and wastewater treatment facilities including but not limited to treatment process basins, chemical facilities, administration buildings, retaining walls, pump/ lift stations, tanks, vaults and other associated structures
  • Developing detailed structural designs, including contract documents (plans and specifications)
  • Preparing design calculations and coordinating with other design disciplines for design of treatment facilities
  • Coordinating with Garver regional teams for construction cost estimating and quality assurance and control
  • Managing and mentoring teams, coordinating schedules, monitoring project budgets, and ensuring delivery of quality work products which adhere to Garver standardization
  • Being included in client meetings, industry conferences, and serving as a subject matter expert for the Water Business Line

In addition, the Structural Team Leader will be responsible for:


  • Recruiting top talent for the structural team
  • Developing scope, schedule, level of effort, and fees for projects
  • Managing, mentoring and professional development for structural team members
  • Driving the detailed design through coordination with other support disciplines
  • Planning, managing, and executing structural staff workload
  • Coordinating and maintaining project schedules
  • Planning and monitoring budgets
  • Complying with the quality program, including ensuring delivery of quality work products that adhere to Garver standardization
  • Developing Structural standards and tools, procurement, and training in coordination with other WDC structural groups
  • Travelling occasionally as necessary to facilitate design, construction, or assessment of facilities or to perform workshops

Some travel may be required for business development purposes, including proposal development, interviews, knowledge transfer sessions, and industry related conference attendance. Project specific travel may also be required for site assessments, project workshops, design review meetings, and support during construction. Due to the collaborative nature of coordination for large infrastructure projects, candidates must have the ability to seek out and resolve issues through close interaction with other project team members. In addition, the candidate shall be able to maintain a positive team attitude and interpersonal effectiveness to recruit, develop and maintain an efficient and productive structural team. The structural group leader will also be responsible for coordinating structural team workload across Water Design Centers.

The Water Infrastructure Design Center (WIDC) is a knowledge-based hub that excels in highly technical, multi-discipline water and wastewater designs for locations all across Garver's footprint. The WIDC was created to bring together every unique discipline necessary to design custom solutions for water and wastewater infrastructure facilities, including civil, mechanical, electrical, instrumentation, controls, construction, applications, and operations. Having a focused team with in-person collaboration using the latest 3D and 4D BIM/Civil3D/MicroStation software leads to more efficient delivery, shorter design schedules, and lower change order percentages.
Minimum Requirements:


  • Bachelor's degree in civil or structural engineering from an ABET accredited program
  • 10+ years of technical experience in structural design engineering with 2+ years of experience in project/ team leadership
  • Registered Professional Engineer (PE)


Preferred Attributes:


  • Registered Professional Engineer (PE) license in several states including SC, NC, GA, FL, TN
  • 15+ years of structural engineering design experience with 5+ years of experience in project/team leadership
  • Proven experience overseeing structural designs in concrete, masonry and structural steel, including detailed plans and specifications for major projects
  • Overall understanding of water and wastewater treatment plant systems in a campus-wide environment
  • Master's degree in civil or structural engineering
  • Registration as a SE or be willing to take the NCEES Structural Engineer exam within 2 years
  • Working knowledge of Revit CAD programs
  • Understanding of structural complexities associated with water and wastewater treatment equipment
  • Experience working with a multi-disciplinary team comprised of process, structural, building mechanical, electrical, and Instrumentation and control disciplines.
  • Active participation in local professional trade organizations.
