Role Summary:
Picarro is seeking a highly motivated and experienced Program Manager to lead our Fenceline Monitoring business, with a strong focus on managing high-priority projects related to regulatory compliance and monitoring plan development for industrial customers. This role requires a dynamic leader who excels in managing complex projects, building new teams, and executing new projects in fenceline monitoring.
The successful candidate will oversee the proposal development, implementation, and operation of fenceline monitoring networks at industrial facilities, often for regulatory compliance projects. The role involves close collaboration with various cross-functional teams, including project managers, field operations staff, engineering, research and development scientists, and sales teams. Additionally, the Program Manager will work closely with data analysts, software engineers, quality assurance staff, and corporate operations teams to deliver high-quality monitoring solutions to our customers.

You will:
Program Leadership: Take the helm of the crucial Fenceline Monitoring Program, guiding business processes from initial proposal development, field implementation, to consultancy services of monitoring solutions for Volatile Organic Compounds (VOCs) and other pollutants. Your leadership will be instrumental in ensuring environmental safety and regulatory compliance.
Project Management: Steer individual high-priority projects from initiation through completion. Your role in developing and executing project plans, timelines, and budgets will be pivotal in delivering timely and cost-effective solutions that have a significant impact on environmental safety and regulatory compliance.
Regulatory Compliance: Join forces with customers to develop and implement alternative monitoring plans that meet regulatory requirements. Your vigilance in ensuring all fenceline monitoring systems comply with EPA regulations, including NESHAP and other relevant standards, will be crucial in maintaining environmental standards.
Cross-functional collaboration: Work closely with cross-functional teams, including sales, inbound product management, engineering, R&D, and software teams, to support the development and delivery of integrated monitoring solutions. Ensure alignment between customer needs, regulatory requirements, and technical capabilities.
Customer Engagement: Serve as the primary point of contact for key industrial customer accounts, providing expert guidance on monitoring strategies, regulatory compliance, and monitoring plan development. Conduct regular project reviews with customers to ensure alignment and successful execution of new system installations.
FieldTeam Management: Develop and oversee a field team responsible for the commissioning, operation, maintenance, and implementation of quality assurance project plans (QAPP) for fenceline monitoring systems. Ensure the team is adequately trained and equipped to deliver high-quality service and support.
Commissioning & Maintenance: Lead the commissioning of new monitoring systems, including site assessments, installation, validation, and system integration. Develop and oversee preventive maintenance programs to ensure system reliability and performance.
Monitoring Plan Development: Work with customers to design and implement fenceline air monitoring plans tailored to their site-specific or regulatory requirements and operational needs. Ensure that these plans are documented and updated as needed.
Continuous Improvement: Continuously assess and improve the program's processes, project tracking tools, and stakeholder management procedures to enhance efficiency, effectiveness, and customer satisfaction. Stay informed of industry trends and regulatory changes that may impact the program.

Salary & Benefits:
The base salary range for this full-time position is $150,000 - $170,000 USD. Your base salary and title will be determined based on the location, experience, qualification, skills, and knowledge, level, and pay of other employees in similar positions.
