Position Summary

Odyssey Systems is actively recruiting for a Legacy Space Systems Engineer to join the team. The technical expert filling this position will be a trusted advisor and consultant to the government that supports government-led on-going and future sustainment, modification, and capability upgrade efforts across the NCMC- ITW/AA and Legacy Space C2 systems. A key focus for this position is the planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, and integration of networks supporting these systems. This position will also support broader systems engineering activities associated with these systems.

About the Program: The NCMC-ITW/AA Branch sustains unique ITW/AA Cheyenne Mountain systems, networks, and associated components through an enterprise-wide set of integrated mission capabilities, support services, and data products that provide military authorities with an accurate, timely, unambiguous and continuous warning and attack assessment of air, missile and space threats. The Legacy Space C2 Branch sustains unique space command & control systems, networks, and associated components through an enterprise-wide set of integrated mission capabilities, support services, and data products that provide space situational awareness, object tracking, and deconfliction.

This is a full-time position at Peterson SFB in Colorado Springs, CO, with hybrid flexibility for anyone local - subject to change per the government's discretion.



Responsibilities

Duties include, but not limited to:

    Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system-
    level tests to assure that subsystems and system performance are achieved in accordance with approved specifications
  • Perform validation of systems, including the development of criteria and procedures. Analyze and evaluate results of major engineering systems with a concentration on end-to-end communications
  • Prepare technical documents that define, specify, and recommend system/subsystem characteristics.
  • Prepare management reports and conduct technical presentations for planning, implementation and corrective action using the application of engineering economy principles
  • Represent government interests by performing Agile Product Owner roles and responsibilities
  • Ability to interact professionally with DoD end users, DoD customer, and contractor support personnel; this includes the ability to prepare and present briefings to these personnel
  • Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design, and test results to assure that subsystem and system performance is achieved in accordance with program specifications
  • Provide engineering support services and inputs to program and project risk management activities in compliance with AF SEAM processes
  • Provide engineering support to conduct formal trade studies based on engineering performance, effectiveness, cost-effectiveness, cost performance, life cycle cost, producibility, reliability, maintainability, risk, and schedule
  • Provide technical recommendation support services, including reviews, studies, audits, evaluations and analyses, scientific and procedural guidance, documentation, technical analysis, and support of associated engineering IPTs
  • Provide proposal analysis support services that compare and quantify proposed systems, components, approaches for technical feasibility, compatibility, and cost-effectiveness
  • Provide concepts and requirements analyses support services including, but not limited to, reviewing and analyzing DoD requirements, assessments, concept, strategy, and audit documentation.
  • Review and analyze system concepts and user requirements that have been approved and entered into a system requirements baseline (functional, allocated, and product)
  • Provide concepts and requirements analyses support services, but not limited to, reviewing and analyzing:Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), Analysis of Alternatives (AoAs), Military Utility Assessments (MUAs), and Technology Development Strategies.
  • Provide analysis support services required to own the technical baseline and its documentation, including, but not limited to: Concepts of Operation (CONOPs), Algorithm Description Documents, System/Subsystem Design Descriptions, Software Design Documents, Interface Control Documents, Software Version Descriptions, Software Installation Plans, System Requirements Review packages, Preliminary and Critical Design Review packages, Test Readiness Review packages, Test Plans and Test Procedures. SME is capable of writing Top Level architecture documents such as Interface Control Documents, Systems Requirement Document and CONOPs.
  • Assist in the development of Joint Capabilities Integrated Development System (JCIDS) documentation and products and analysis to support the validation of such documentation.
  • Develop detailed requirements analysis and documents as they arise, which vary based on JCIDS cycle and pending command priorities, to include: Initial Capabilities Documents, DOTMLPF Change Recommendations, Joint Emergent Operational Needs, and similar
  • Provide request for proposal and proposal analysis support services to include: written technical content for any/all laser deconfliction related projects/program; compare and quantify proposed systems, components, approaches for technical feasibility, compatibility, and cost effectiveness; written technical evaluation including rationale for removing and/or adding labors hours/materiel/travel for any proposed work.
  • Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design, and test results to assure that subsystem and system performance is achieved in accordance with program specifications
  • Provides engineering assistance to PM and Lead Engineer on specific technical efforts including cost estimates, market research, prime contractor studies and other contractor support options.
  • Reviews system supportability analysis, including software, and incorporates findings into technical baseline planning.
  • Provides engineering assistance for development of briefings and contributes toward defense and presentations of Acquisition Strategy Panels presentations, economy inputs and training packages for new
    engineers.
  • Evaluating new applications software technologies; and/or ensuring the rigorous application of information security/ cybersecurity policies, principles, and practices to the delivery of application software services Application development and sustainment/support
  • Analyze existing warfighting plans, strategies, Concepts of Operations, and Operations Concepts and develop recommendations for requirements modifications for existing programs and new requirements in support of future programs.
  • Ability to interact professionally with DoD end users, DoD customer, and contractor support personnel. This includes the ability to prepare and present briefings to these personnel.
  • Apply knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs.
  • Advise and assist in planning the implementation of projects through coordinating and integrating engineering, contracting, financial management, cost, logistics, configuration management, test, and other related disciplines to achieve successful project requirements.
  • Support program management reviews, senior level meeting/reviews and stakeholder meetings.
  • Supporting and developing various briefings/schedules of program status and acquisition tasks to senior management.


Qualifications

Minimum Requirements:

Citizenship: Must be a U.S. Citizen

Clearance: Must have an active DoD Secret clearance, eligible for TS/SCI and be able to maintain it.

Education: Bachelor's in a related field

Years of Experience: 15 years of experience, 8 years of which must be in the DoD OR,

  • Master's Degree in a related field with 12 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD

Additional Experience:

  • Have the advanced knowledge, experience and demonstrated ability to perform tasks related to the technical/professional discipline as Subject Matter Expert Engineer
  • Have a comprehensive understanding and ability to apply systems engineering standards, procedures and practices
  • Software engineering experience required
  • Ability to work independently and apply the proper procedures and processes related to the area of expertise
  • Ability to problem solve and troubleshoot various situations to develop successful outcomes within established program/project guidelines
  • Possesses the advanced knowledge, experience and recognized ability to be considered an expert in Air Force acquisitions.
  • Acquisition program office experience

Preferred Experience:

Clearance: Active TS/SCI

Education: Master's degree in a related field with

Years of Experience: 15 or more years of related experience

  • Experience with Laser Clearing House operations.
  • Have basic understanding of Laser communications.
  • Have a basic understanding of orbital mechanics.
  • Have a basic understanding of user interface design.
  • Have a basic understanding of optics, of atmospheric attenuation of laser light, and of the principles of laser beam propagation in free space.
  • Ability to identify and resolve challenges at a strategic level.
  • Have experience with Agile methodology for development and sustainment of software systems.
  • Represent the Government's interests by performing Agile Product Owner roles and responsibilities.
