Position Summary Odyssey Systems has an exciting opportunity for a Senior Financial Manager providing support to the NC3 Contract and specifically the NCS division. The AFNWC/NC3 Integration Directorate is headquartered at Hanscom Air Force Base, MA, with an operating location at Kirtland AFB, NM. The NC3 Directorate's mission is to provide support to the Program Executive Office (PEO), the Deputy Director, Deputy AFPEO NC3 and staff for acquisition and administrative control of all NC divisions, branches, and programs. It consists of an Executive Section, Engineering (EN), Financial Management (FM), Operations Management (OM), Information Protection (IP), Contracts (PK), Cyber, Logistics (LG), the Program Execution Group (PEG) and Intelligence (IN). The Strategic Communications Division (NCS) develops nuclear survivable terminals capable of communicating with the Milstar and Advanced Extremely High Frequency (AEHF) satellite constellations and future satellite constellations using both the Extremely High Frequency (EHF) and AEHF waveforms. This is a full time position located at Hanscom Air Force Base, Bedford, MA. Responsibilities The Financial Manager shall be able to assist, prepare, develop, and deliver support for acquisition-related financial management processes governed by AF and DoD comptroller policy. The Contractor shall be familiar with DoD acquisition phases (DoD 5000.2) and knowledgeable of the relevant DoD financial management regulations (DoD 7000.14, all relevant volumes) associated with budgeting and financing acquisition and sustainment programs. The Financial Manager shall be familiar and proficient with AF 65-series instructions which address AF level budgetary processes, accounting methods and coding practices, and appropriation types. Additionally, the Financial Manager shall be familiar with and proficient in DoD fiscal policy controls regarding the purpose of each appropriation, availability of the appropriation for new obligations or prior year obligation adjustments, and budget authority limits for ensuring compliance with legal limitation controls. The Financial Manager shall have requisite FM experience and knowledge to support financial management across multiple programs in their acquisition life cycle to include pre-engineering development, engineering development, testing, fielding and sustainment. The Financial Manager shall be familiar with multiple DoD funds control and governance processes such as, but not limited to, investment Budget Approved (BA), Operations and Maintenance (O&M) BA, reimbursable BA, annual authority, quarterly authority, reprogramming authority, legal limitations, and statutory floors or ceilings. The Financial Manager shall be able to apply knowledge of financial management and accounting functions, processes, and analytical methods and techniques to gather, analyze, evaluate and present information required by program or project managers and customers. Prepare program budgets, reports and financial documentation; draw conclusions and draft solutions to funding/budgeting requirements & problems relating to improvement of financial management effectiveness, work methods, financial systems, and procedure efficiency.
Qualifications Citizenship: Must be a US citizen Minimum Required Qualifications Clearance: Must have and be able to maintain a Top Secret Clearance with SCI with an investigation current within 5 years or in Continued Evaluation (CE).
