The DFA Budget & Finance Team within PDE is the administrative support unit for financial matters for all DFA departments. The team provides support in development, implementation, and oversight of the divisional budget, conducts forecasting, variance analysis, manages project accounting for Facilities Management projects, monitors campus utilities costs, and oversees recharge activities for the division.


Your Role on the Team

Manage the operations of the central budget and finance functions of the Division, including developing and maintaining an all funds consolidated budget. Manage sources, report on budget versus actuals, develop projections, provides fiscal leadership and guidance to all units across the Division. Provides a variety of analyses and makes recommendations to effectively manage financial performance.

Establishes operational objectives and work plans, and delegates assignments to subordinate staff. Objectives are reviewed by senior management to determine success of operation. Manages, prepares, administers, and directs control of budget / organizational resources. Manages the activities of the financial analyst staff. Reviews and approves recommendations for financial planning and control. Directs activities that ensure division and department adherence to approved budget. Involved in developing, modifying, and executing policies that affect immediate operation(s) and may also have organization-wide effect. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules, adherence to the division's strategic plan and departmental fiscal goals.

The expected pay range for this recruitment is $128,800.00- $205,032.00 (Annual).

Required:

  • Extensive knowledge of financial policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping.
  • Strong ability to effectively communicate verbally and in writing.
  • Demonstrated interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations.
  • Client services oriented; good listening, critical thinking and analytical skills.
  • Ability to multi-task.
  • Ability to evaluate processes to establish and maintain appropriate accountability structures and strong internal control elements.
  • Demonstrated negotiation skills.
  • Thorough knowledge of Government Accounting Principles.
  • Skills include sophisticated service orientation, strong management skills, leadership skills, sound judgment and decision-making, critical thinking, creative problem solving, and effective verbal and written communication skills.
  • Thorough knowledge of finance, accounting, business and systems operations and regulatory compliance requirements.
  • Excellent skills in use of spreadsheet and database software.
  • Ability to evaluate processes to establish and maintain strong internal control elements and appropriate accountability structures with a focus on continuous process improvement.
  • Fund accounting /governmental accounting / higher ed accounting experience.
  • Bachelor's degree in related field or equivalent experience
  • A minimum of 10 years of experience. Previous experience leading or supervising a team. Increasingly responsible professional-level financial accounting and budgeting experience in a complex financial organization in either government sector or higher education (preferred), including experience preparing and maintaining financial reports, performing complex financial analyses, and conducting financial forecasting and projections. Five years of the aforementioned experience must have been in a supervisory capacity.

Preferred:

  • Advanced degree in related area and / or equivalent experience / training
  • Professional certification preferred.
