Job Description Summary

This is a tremendous opportunity for a Southeast leader in the affordable housing and community development field. In the Southeast, Enterprise works with affordable housing developers, community leaders, public agencies and policy makers across the Southeast, with a focus in Metro Atlanta and South Florida. We collaborate with our partners to build and preserve affordable housing and other community assets to create vibrant, equitable, inclusive neighborhoods. We deploy capital, shape policy and lead solution-based programmatic interventions - through training, direct technical assistance, convenings, resource guides and targeted grants. Since 1987, we have invested more than $8.2 billion in the Southeast region, creating, and preserving nearly 123,400 affordable homes, delivering impactful technical assistance and capacity building to both our public partners and developers, and working with key stakeholders to achieve the systems change that is needed to address the severe housing crisis.

Job Description

Job Responsibilities:

The Vice President and Southeast Market Leader leads the delivery of Enterprise's program solutions, innovations, capital, and policy efforts to bring sustainable and lasting impact in the region. This leadership role delivers in-depth solutions to achieve large-scale results, bringing the full resources of Enterprise to bear on local issues. As an employee of Enterprise Community Partners, the Market Leader conducts strategic assessments of the needs of local and state government partners, non-profit and for-profit developers, and the public, corporate, and banking sectors and provides solutions to support local and state-wide strategies to address affordable housing in low-income communities and community development needs. To be successful the leader must be a dynamic, proactive, and results-oriented manager with success in translating strategy into results for partners and driving delivery through a matrix organization. The leader must also be a seasoned problem solver with capacity to work through conflict and reach compromise solutions that serve the economic, mission and risk profile for Enterprise.

A successful candidate must have a deep commitment to our mission and the communities we serve. The position requires knowledge of the most pressing housing issues facing low-income and vulnerable communities in Georgia and the larger Southeast and the program innovations and policies that can help - solutions such as preservation, supportive housing, fair housing, economic mobility, resilience, and sustainable and equitable development.

Skills needed include demonstrated leadership experience, commitment to racial equity, strong relationship management experience, proven track record in fundraising, knowledge of affordable housing finance, excellent ability to support staff in succeeding, proven ability to foster teamwork, and track record of fostering a positive culture that aligns with diversity, equity, and inclusion goals.

The Vice President and Southeast Market Leader reports to a Senior Vice President for Programs - a member of Enterprise's Solutions President's leadership team. The Vice President and Southeast Market Leader is part of a cohort of ten market leaders across the country that meet regularly to share best practices and elevate the work nationally. The Vice President and Southeast Market Leader manages a team of 6 - 8 dedicated staff. This role requires working closely with internal colleagues and external partners.

The Vice President, Market Leader (Southeast) will:

Deliver solutions to Southeast including:

  • Evaluate local and regional needs to identify opportunities in program, capital and policy that are consistent with Enterprise's mission and new strategic plan.

  • Manage a high-capacity team focused on providing a range of programmatic, policy, and capital interventions in the Southeast region.

  • Develop and oversee innovative programs and capital resources for Enterprise to address regional needs and grow our presence and impact.

  • Actively collaborate across Enterprise divisions and departments to identify new opportunities to deploy Enterprise expertise and products.

Manage customer and intra-organizational relationships including:

  • Act as a primary relationship manager for local and state government partners in the region, in partnership with policy staff.

  • Engage and cultivate constructive relationships with local and state elected officials.

  • Identify and facilitate opportunities for collaboration with other Enterprise markets, initiatives, and capital product teams.

  • Proactively identify opportunities to create and strengthen customer and partner relationships.

Drive fundraising and communications including:

  • Develop and cultivate new opportunities for philanthropic capital that serves market needs. Potential donors include individuals, foundations, and corporations.

  • Manage relationships with existing sources of revenue from both philanthropy and contracts with state and local government.

  • Coordinate with national Enterprise colleagues on resource development and funder relationship management.

  • Annually responsible for the development and achievement of a fundraising goal for the Southeast market in collaboration with a designated fundraising professional from Enterprise's resource development group.

  • Coordinate with national Enterprise colleagues to pursue media and communications opportunities that generate visibility.

Advance public policy including:

  • Lead proactive policy engagement at the local and state level with state and local policy staff

  • Develop and advance state and local policy priorities with the active participation of designated staff and in coordination with the national director of state and local policy.

  • Coordinate with Enterprise's national policy office including active engagement with local congressional delegation.

Racial Equity and Diversity Equity & Inclusion responsibilities include:

  • Foster a positive culture that aligns with our commitment to diversity, equity, and inclusion goals.

  • Exhibit personal commitment to being anti-racist, demonstrate knowledge of systemic racism in housing, and pursue work that fosters economic mobility and unwinds segregation through housing.

  • Build programs, capital, and policy solutions from the ground up, with input from those whom we serve.

Management and Leadership responsibilities include:

  • Coordinate the activities of the Enterprise Southeast Advisory Board of bankers, philanthropy and affordable housing developers and advocates, including to identify and recruit new members.

  • Management of the Funders Collective Pipeline Committee under the HouseATL Metro Atlanta collaborative.

  • Manage Enterprise revenue and expenses for the market, including completion of annual plans and budgets.

  • Fulfill mission and revenue goals for the market.

  • Facilitate deployment of strategic program initiatives and best practices in the market.

  • Oversee, coordinate and direct operational activities with staff and internal partners in finance and national operations management team (e.g., grants and contracts management and procurement).

  • Supervise staff to cultivate talent, foster teamwork, and maximize impact.

Qualifications:

The ideal candidate will bring a range of experience and attributes to Enterprise:

  • Demonstrated commitment to racial equity and social justice.

  • Minimum of fifteen years of experience in relevant community development, public policy, government, banking and finance, nonprofit, or real estate development experience.

  • Undergraduate degree required. Master's degree in business, public policy, economics, urban planning, or real estate is strongly desired.

  • Experience and a successful track record in the affordable housing and/or community development sector.

  • Familiarity with federal, state, and local community development programs, and private resources available for community development, including funding for special needs populations, specific knowledge of housing development and finance, including low-income housing tax credits, and property management, preferred.

  • Knowledge of how policy is crafted and passed in local, regional, and state policy arenas.

  • Ability to effectively market all of Enterprise's products, programs and activities to potential customers and stakeholders.

  • Proven ability to lead and manage staff members through effective planning and organizing, decision making, motivating, supervising, and evaluating.

  • Strong skills in fostering teamwork to develop staff, leverage talent, and partner with colleagues to meet our mission.

  • Experience and capability of effectively engaging with and obtaining support from philanthropic donors including corporations, foundations, and individuals.

  • Demonstrated experience in managing budgets and the efficient use of financial resources.

  • Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands, and meet deadlines.

  • Demonstrated professionalism, diplomacy, composure, flexibility and ability to adapt to a variety of situations.

  • Strong communication skills with ability to clearly express ideas, thoughts, and concepts verbally and in writing.

  • Ability to travel.

The base salary for this role is $205,000 to $215,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
