Responsibilities

Essential Job Functions:

  • Support JPM CBRN Medical as a requirements-development and portfolio-management subject-matter expert for all assigned capability requirements. Support shall include development, review, revision, staffing, tracking, and maintenance of requirements documentation in accordance with the Joint Force Requirements Process (JFRP), Service/component processes, organizational guidance, and applicable acquisition policy.
  • Support the development of capability requirements and associated capability-gap analyses using mission-focused task, condition, and standard statements; operational context; threat information; measurable outcomes; performance attributes; and requirements traceability, as applicable. Requirements support shall distinguish required capabilities from preferred capability solutions, ensure capability needs are defined without creating the appearance of a predetermined solution approach, and address relevant non-materiel, materiel, and DOTmLPF-P considerations.
  • Support development, review, and refinement of requirements packages that clearly document:
    • Operational context, including applicable joint and/or component tasks and concepts of operations/concepts of employment;
    • Applicable threat, intelligence, and medical-threat considerations;
    • Joint requirements, capability gaps, and associated operational risk;
    • Interoperability, integration, dependencies, and joint or multinational impacts;
    • DOTmLPF-P considerations;
    • Recommended paths forward, implementation considerations, and offices of primary responsibility; and
    • Traceability among missions, requirements, capability gaps and solutions, acquisition programs, and resourcing decisions.
  • Conduct portfolio-level analysis of JPM CBRN Medical requirements, capability gaps, existing and planned solutions, program dependencies, technology maturity, cost, schedule, performance, and residual risk. The contractor shall identify potential redundancies, interoperability issues, capability shortfalls, and opportunities to align requirements with acquisition pathways, capability portfolio management, and Planning, Programming, Budgeting, and Execution (PPBE) activities.
  • Integrate requirements-development activities with Warfighting Acquisition System processes. This includes advising JPM CBRN Medical personnel on the requirements implications of acquisition strategies, program baselines, acquisition decision documentation, risk-management activities, technology transition, and medical-product regulatory-development timelines.
  • Represent the JPM CBRN Medical organization at meetings and engagements focused on capability requirements, Service/component requirements development, acquisition integration, capability portfolio management, and related governance activities.
  • Support coordination with the Services, Combatant Commands, the Joint Countering Weapons of Mass Destruction Office (JCIO), and other designated stakeholders to align JPM CBRN Medical capability needs with appropriate requirements sponsorship.
  • Draft, review, coordinate, staff, file, and update documents; acquisition-support documentation; memorandums; issue papers; decision papers; executive summaries; information papers; staffing packages; recurring reports; briefings; meeting agendas; meeting minutes; action-item trackers; and correspondence. Products shall be accurate, timely, professionally formatted, and suitable for senior-leader review.
  • Develop, maintain, and update requirements-development templates, standard operating procedures, trackers, document libraries, and training or reference materials supporting the JFRP, Service/component requirements-development activities, medical-product requirements development, Warfighting Acquisition System processes, and organizational portfolio-management activities.
  • Advise and assist the Acquisition directorate and program managers with other duties as assigned as it relates to program management and DoW Acquisition.
  • Develop, maintain, update, and distribute/deliver educational materials and training specific to the Joint Force and Service-specific requirements processes, Warfighting Acquisition Systems, and Adaptative Acquisition Framework processes.
  • Receive debriefs at the Secret level on Biannual Threat Briefs and be able to assist on course of action development in support of IPT's.
  • Communicate effectively, orally and in writing, with technical experts, program managers, requirements sponsor, acquisition personnel, medical-product-development stakeholders, and senior Government leaders. The contractor shall represent JPM CBRN Medical positions accurately in meetings and working groups when directed by the Government.
  • Maintain accurate requirements, portfolio, and administrative data in authorized Government systems, trackers, and repositories. The contractor shall support data quality and stewardship, configuration control, document version control, records management, action tracking, and timely updates to requirements metadata and related portfolio information. JFRP guidance identifies active data management and cross-organizational data integration as essential to timely, comprehensive analysis.

The contractor shall be able to apply this knowledge to support requirements development and to assess acquisition implications, affordability, schedule, technical maturity, regulatory considerations, risk, and transition considerations for JPM CBRN Medical capabilities.
  • A high level of understanding of Food and Drug Administration (FDA) regulatory processes and medical product development, including the development, advanced development, testing, manufacturing, regulatory, and sustainment considerations applicable to medical countermeasures - including pharmaceuticals, biologics, diagnostics, devices, and associated medical systems.
