The Regional Administration Division is accepting applications for a Manager, Compliance and Administration.

The Procurement Department supports internal Council units purchasing the goods and services necessary to conduct Council business. In carrying out this purpose, the department complies with Council policies and procedures, as well as the laws of federal, state, and local governments, and the requirements of grants the Council receives.

How your work would contribute to our organization and the Twin Cities region:

The Manager, Compliance and Administration leads the Contract Management Support Unit and oversees the Council's post-award contract administration, compliance review, policy and procedure governance, training, vendor performance, reporting, and related procurement improvement initiatives. The position develops and maintains internal controls, supports consistent contract management practices across the Council, and advises Procurement leadership and business units on complex contractual and compliance matters.


What you would do in this job

  • Establish instructions and procedures for the Contract Management Support Unit.
  • Develops and integrates contract management tools, templates, methods, and processes.
  • Serve as a subject matter expert and advisor to Procurement leadership, technical staff, and contract staff on complex contractual and compliance matters.
  • Collaborates with other departments and identifies areas to improve the contract management process.
  • Oversee the maintenance of the Metropolitan Council's Procurement Manual.
  • Implement and oversee the Contract Compliance Review Program to review executed contracts, document findings, monitor corrective actions, identify systemic issues, and report trends to Procurement, divisional, and departmental leadership.
  • Oversee the Procurement training program and ensure appropriate training is developed and delivered to Procurement staff, project managers, and other relevant partners on contract management, compliance requirements, vendor performance, and policy changes.
  • Establish standards for procurement data quality, performance metrics, dashboards, workload reporting, Procurement Action Lead Time (PALT), Service Level Agreement (SLA) reporting, and management reporting.
  • Provide oversight for amendments, assignments, renewals, terminations, closeouts, records management, and other post-execution contract actions.
  • Lead implementation of new procurement processes and controls across Procurement and affected business units.
  • Oversee the vendor performance reporting process and advise staff on performance deficiencies, corrective-action plans, cure notices, terminations, responsibility determinations, and suspension or debarment matters.
  • Assist the Deputy Chief Procurement Officer for Purchasing and Compliance in defining and implementing contract management and compliance requirements for the ERP, Supplier Portal, workflow automation, reporting, and other procurement technology initiatives.
  • Maintain accurate and compete contract records for purposes of financial reporting, auditing and other legal and regulatory requirements.
  • Lead and supervise the team's responses to internal and external audits and coordinate responses to data requests with the Data Practices Office.
  • Create and manage quarterly management and leadership reports for Management Committee and business unit meetings.
  • Create, review, and manage Service Level Agreements (SLA) with business units and provide quarterly SLA metrics to sustain collaboration with business unit partners.
  • Oversee vendor master data management in collaboration with Finance and Business Systems, including Procurement's entry and validation of vendor data to support accurate and timely contractor payments.

What education and experience are required for this job (minimum qualifications)

Education /Experience
Any of the following combinations of completed education (in business administration, materials management, economics, or closely related field) and progressively responsible experience (in contract or procurement, including supply chain management, goods and services contracting, construction contracting and subcontract administration) and lead, supervisory, or management experience.

  • Bachelor's degree or higher with six (6) years of experience AND three (3) years of lead/supervisory/management experience.
  • Associate degree or higher with eight (8) years of experience AND three (3) years of lead/supervisory/management experience.
  • High school diploma/GED with ten (10) years of experience AND three (3) years of lead/supervisory/management experience.

What additional skills and experience would be helpful in this job (desired qualifications):
  • Knowledge of business practices, government and commercial contracting regulations and principles, amendments, and subcontracting principles.
  • Experience in designing or managing a contract compliance, quality assurance, or internal control program(s).
  • Experience in developing policies, procedures, templates, and work instructions.
  • Experience in developing and delivering procurement or contract management training.
  • Experience in using procurement, ERP, contract management, reporting, or automated workflows.
  • Skilled in translating contract and compliance data into management reports and actionable recommendations.
  • Experience in leading organizational change and implementing new processes across multiple business units.
  • Knowledge of standard contract and amendment terms and processes for all contract types.
  • Knowledge of contract management matters, including resolution of contract issues.
  • Skilled in contract review, drafting and writing.
  • Possession of a professional certification in public procurement, contracting, supply chain management, or a related field, such as NIGP Certified Procurement Professional (NIGP-CPP), Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or Certified Professional Contract Manager (CPCM). If not already certified, a successful applicant will secure NIGP-CPP certification within two years of being hired.
  • Ability to develop, motivate, and foster collaborative relationships inside and outside of the organization.

  • Ability to effectively communicate through verbal and written means.
