Department Summary The System Administration Compliance & Ethics Program advances the UNT System's commitment to excellence by partnering with UNT Dallas employees and departments to promote ethical, honest, and lawful decision-making and conduct. Compliance is Excellence. Position Overview The Chief Compliance Officer (CCO) is responsible for leading a comprehensive compliance program for the activities that occur at the University of North Texas at Dallas and for leading coordination among campus compliance programs. The CCO provides guidance and advice to senior management and staff on compliance matters, monitors, and reports on compliance performance, conducts investigations and compliance reviews, and develops and ensures adherence to policies, procedures, and regulations. The CCO works closely with internal and external stakeholders, such as legal counsel, regulators, auditors, and clients, to promote a positive compliance culture and reputation. Minimum Qualifications Bachelor's degree in law, business, finance, accounting, or related field; ten years of experience in compliance, risk management, audit, or legal roles, preferably in a large and complex organization; and Professional certification in compliance, such as Certified Compliance and Ethics Professional (CCEP), Certified Regulatory Compliance Manager (CRCM), or Certified Risk and Compliance Management Professional (CRCMP) or ability to obtain within one year of hire; or any equivalent combination of education, experience or training. Knowledge, Skills and Abilities Demonstrated knowledge and understanding of industry relevant compliance laws, regulations, best practices, and industry standards. Excellent communication, presentation, and interpersonal skills, with the ability to communicate effectively with different audiences and levels of authority. Strong analytical, problem-solving, and decision-making skills, with the ability to identify and resolve complex and sensitive compliance issues. Knowledge of the tools and methods for monitoring and evaluating compliance performance and effectiveness. Knowledge of the principles and practices of compliance program development, implementation, and management. Knowledge of the principles and practices of compliance risk assessment, mitigation, training, and communication. Skill in providing expert advice and guidance on compliance matters to senior management and staff. Skill in conducting or overseeing compliance investigations and audits. Skill in using various software applications and databases related to compliance. Ability to adapt to changing compliance requirements and expectations. Ability to exercise sound judgment and discretion in handling confidential and sensitive information. Ability to influence and persuade others to achieve compliance objectives and outcomes. Preferred Qualifications The preferred candidate will possess the following additional qualifications: Experience developing and implementing training and internal monitoring activities (e.g., leadership over conflict-of-interest policies and procedures, institutional compliance hotline, etc.). Demonstrated credibility and effectiveness in interacting with outside regulatory officials. Training/experience in research compliance. Training/experience in environmental health and safety. Training/experience in accounting, controls, finance, and/or audit. Training/experience in equal employment opportunity and affirmative action. Required License/Registration/Certifications Professional certification in compliance, such as Certified Compliance and Ethics Professional (CCEP), Certified Regulatory Compliance Manager (CRCM), or Certified Risk and Compliance Management Professional (CRCMP) or ability to obtain within one year of hire; or any equivalent combination of education, experience or training. Job Duties Develop, implement, and update the compliance program, including policies, procedures, standards, training, and communication, to prevent and detect violations of law, regulations, policies, or the Code of Conduct/Ethics. Conduct an annual risk assessment to inform the development of an annual work plan for Board of Regents approval. Monitor and evaluate program effectiveness using various metrics, reporting results and recommendations to senior management and the board. Provide updates on compliance program maturity, in line with DOJ guidance. Lead and direct compliance staff, fostering a collaborative work environment. Provide expert advice on compliance issues to senior management in collaboration with the Office of General Counsel. Identify and mitigate compliance risks, ensuring prompt corrective actions. Oversee investigations and verify internal controls can detect and prevent misconduct. Coordinate with campus programs for consistency in compliance tools, policies, and reporting. Lead compliance training development to enhance ethical behavior across the organization. Implement retaliation-free reporting channels, promote integrity, and create an environment of trust and accountability, ensuring a safe reporting system for all stakeholders.
