Program Manager - STRL Lab Demo

Summary:

Goldbelt is seeking a Program Manager to support the Naval Medical Research Command's implementation of its Science and Technology Reinvention Laboratory Personnel Demonstration Project, or STRL Lab Demo.

The Program Manager will lead planning, coordination, and implementation activities supporting the transition of approximately 270 civilian employees across eight research and development commands from the General Schedule personnel system to a performance-based STRL personnel management and compensation system.

This position requires direct experience with STRL Lab Demo implementation, including personnel system design, pay-band conversion, performance-based compensation, position classification, and Federal human resources processes.

Work Arrangement: Primarily onsite; remote or ad hoc telework may be authorized by the Government

Essential Job Functions:

• Lead development and execution of the NMRC STRL Lab Demo implementation plan.
• Provide subject matter expertise in STRL personnel-system design and implementation.
• Develop recommendations for career paths, job levels, pay bands, contribution factors, and performance levels.
• Lead development of NMRC-specific Internal Operating Procedures.
• Support conversion of existing GS position descriptions into the STRL Lab Demo classification framework.
• Provide expertise in converting employees from GS classifications and pay structures to STRL pay bands.
• Coordinate implementation of the electronic personnel-management solution with the Software Engineer/Developer.
• Coordinate workforce communication and training activities with the Instructor.
• Support mock pay pool preparation and execution.
• Support the initial performance-rating cycle and analysis of results.
• Assist in establishing program metrics and processes for ongoing assessment.
• Manage schedules, deliverables, risks, quality control, staffing, and corrective actions.
• Prepare implementation reports, recommendations, executive briefings, and related documentation.

Necessary Skills and Knowledge:

• Strong technical-writing and executive-briefing capabilities.

Minimum Qualifications:

• Master's degree or higher in a relevant field, or equivalent experience.
• Minimum 6 years of relevant professional experience.
• Must have led at least one full-cycle STRL Lab Demo implementation for a U.S. federal agency.
• Demonstrated experience with:
  • STRL Lab Demo system design.
  • Pay-band conversion.
  • Performance-based compensation systems.
  • Position descriptions and classification within a STRL Lab Demo environment.
• U.S. citizenship.
• Ability to satisfy the required Tier 3 background-investigation and Government-access requirements.

Preferred Qualifications:

• Department of Defense STRL experience.
• Federal civilian human-capital transformation.
• Development of Federal Register Notice implementation procedures.
• Pay-pool design and execution.
• Federal workforce analytics and performance-management assessment.

Pay and Benefits

The annual salary range for this position is $135,000 to $140,000.
