The Transportation and Logistics Specialist is a corporate Workforce Services professional within Global Workforce Services (GWS) responsible for supporting Global Business Units (GBUs), proposal teams, and projects with workforce transportation planning, logistics assessments, trafficability analyses, and workforce mobility strategies. The role conducts transportation studies, evaluates workforce access requirements, identifies transportation-related risks and constraints, and develops recommendations that support project development, proposals, mobilization, and execution.This position serves as a subject matter expert in workforce transportation and logistics planning, providing recommendations regarding parking strategies, workforce hub operations, accommodation-to-jobsite transportation systems, shuttle and bussing programs, traffic management approaches, and workforce mobility solutions.The position is based in Reston, Virginia, and requires periodic domestic and international travel to project locations and prospective project sites to perform transportation assessments, studies, audits, and stakeholder engagements.This position is a corporate-based strategic and analytical role supporting multiple projects globally and is not intended to serve as a resident Transportation Manager, Fleet Manager, Bus Operations Manager, or other site-based operational role. #LI-TH1

• Leads and responds to requests from GBUs, proposal teams, and projects for workforce transportation studies, mobility assessments, traffic analyses, and logistics planning support.
• Conducts transportation and logistics assessments for existing and prospective project locations, evaluating workforce access, parking availability, roadway infrastructure, transportation capacity, and commuting challenges.
• Develops workforce transportation studies and recommendations that assess workforce commuting requirements, transportation capacity, safety considerations, costs, schedule impacts, and operational feasibility.
• Evaluates transportation solutions including on-site parking facilities, off-site parking and park-and-ride systems, workforce hub transportation models, contractor-operated shuttle and bussing programs, and accommodation-to-jobsite transportation systems.
• Performs traffic and trafficability assessments to evaluate potential impacts of workforce commuting, construction activities, and project logistics on local transportation infrastructure, project schedules, workforce productivity, and surrounding communities.
• Assesses roadway conditions, site accessibility, vehicle ingress and egress, travel times, traffic congestion, weather-related access challenges, and infrastructure constraints that may affect workforce access to project sites.
• Identifies transportation-related risks and develops mitigation strategies to improve workforce accessibility, reduce commute times, minimize traffic impacts, and enhance workforce retention and productivity.
• Performs site visits, audits, and field assessments of transportation systems, parking facilities, workforce transportation hubs, and workforce access routes.
• Develops and maintains transportation planning tools, templates, standards, benchmarks, and reporting systems.
• Establishes and maintains centralized repositories of transportation studies, market intelligence, best practices, lessons learned, and approved transportation providers.
• Tracks and analyzes transportation trends, costs, workforce commuting patterns, regulatory requirements, and emerging transportation technologies relevant to project execution.
• Collaborates with Workforce Services personnel to support workforce planning activities and transportation forecasting requirements.
• Develops presentations, reports, business cases, transportation studies, and executive briefing materials to support leadership decision-making and project proposals.
• Provides subject matter expertise to project teams regarding workforce transportation strategies, mobility planning, logistics requirements, and transportation service delivery models.
• Supports evaluation and qualification of transportation, logistics, and mobility service providers.
• Partners with Construction, Security, ES&H, Labor Relations, Procurement, and other functional groups to ensure transportation strategies align with project requirements and workforce needs.
• Supports periodic audits and reviews of project transportation programs to ensure compliance with company standards, contractual obligations, and applicable regulations.
• Supports broader Workforce Services, Global Workforce Services, and Labor Relations initiatives as assigned.
• Manages multiple concurrent studies, assessments, proposals, and project support efforts across a global project portfolio.

• Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience in lieu of degree.
• Experience conducting transportation studies, logistics assessments, workforce mobility evaluations, traffic analyses, or workforce access planning for construction, industrial, energy, mining, semiconductor, or infrastructure projects.
• Knowledge of workforce transportation models, employee commuting strategies, contractor transportation systems, parking management practices, and workforce mobility solutions.
• Experience evaluating transportation risks, roadway infrastructure, traffic patterns, site access constraints, transportation costs, and workforce logistics considerations in diverse geographic environments.
• Understanding of traffic flow analysis, transportation planning principles, workforce mobility systems, and traffic impact assessment methodologies.
• Strong analytical, planning, and problem-solving skills.
• Advanced computer proficiency with Microsoft Office Suite and data/reporting tools.
• Strong presentation and executive communication skills.
• Demonstrated ability to build strong working relationships and influence stakeholders at all levels of the organization.
• Experience working in cross-functional teams in dynamic project environments.
• Ability to manage multiple assignments and competing priorities across a global portfolio.
• Willingness and ability to travel domestically and internationally to conduct assessments, audits, studies, and project support activities.

• Experience developing workforce transportation strategies for remote project locations, large industrial construction projects, semiconductor facilities, energy projects, mining operations, or major infrastructure programs.
• Experience evaluating or implementing workforce hub models, park-and-ride systems, contractor-operated transportation programs, accommodation-to-jobsite transportation systems, or large-scale workforce parking solutions.
• Familiarity with transportation planning software, GIS mapping tools, traffic modeling, or workforce mobility analytics.
• Experience supporting project proposals, feasibility studies, front-end planning, or project mobilization activities.
