Rockford Center is a 138-bed mental health facility located in Newark, DE, providing easy access to a full complement of inpatient and partial behavioral health programs for children and adolescents, adults, and older adults. Rockford is the only child inpatient behavioral health facility in DE, offers an experienced and tenured senior management team, and serves New Castle County and northern Maryland.

Position Summary:

The Plant Operations Director is responsible for overseeing the daily operations of the Housekeeping and Maintenance departments within Rockford. This role ensures a safe, clean, and well-maintained environment that supports patient care and complies with regulatory standards. The Director leads and manages staff, coordinates preventative and corrective maintenance, and ensures housekeeping services meet infection control and quality standards. This position plays a key role in facility safety, operational efficiency, and supporting a therapeutic environment for patients and staff.

Responsibilities:

  • Direct and oversee daily operations of the Housekeeping and Maintenance departments.

  • Conducts inspections and safety surveys to ensure compliance with local, state, and federal regulatory agencies.
  • Demonstrates knowledge of the Standards relating to the integrated services area of responsibility (housekeeping, & plant maintenance/safety).
  • Plans and conducts monthly meetings for training, cross training and communications.
  • Submit Annual Training Calendar for EOC employees.
  • Implementation of Housekeeping Unitization program.
  • Identifies trends in the delivery of services and implements change to better meet the needs of both patient and staff..
  • Coordinates the ordering, stocking and monitoring of supplies and equipment.
  • Negotiates and supervises appropriately with the various contracts and vendors.
  • Meet all JCAHO, Federal, State, County, City or other governing body status of compliance to maintain licensure and or operating certification.

Qualifications

Requirement:

  • Bachelors degree in Engineering, Operations Management, Construction Management or Business Administration preffered. High school diploma/GED equivalent required.
  • Must hold a valid driver's license
  • Knowledge of NFPA codes and standards, Joint Commission and CMS standards, OSHA, EPA and state and local codes and standards
  • Holds current Certified Healthcare Facility Manager certification or has the ability to obtain within one year
  • Experience or working knowledge in all aspects of building trades, including HVAC, mechanical, plumbing, electrical, carpentry
  • Intermediate level computer experience. Utilizes Microsoft Office - Word, Excel, Outlook, PowerPoint
  • Experience with Computerized Maintenance Management Systems and Building Management Systems
  • Previous project management experience
  • Demonstrated leadership experience in managing a diverse labor force.
  • Ability to interact with senior leadership in a professional manner.
