Posting Summary
Rutgers, The State University of New Jersey, is seeking an Executive Director of Information Technology for the Office of Information Technology at the Robert Wood Johnson Medical School and New Jersey Medical Schools.

The Executive Director of Information Technology provides strategic leadership, vision, and oversight for all information technology, telecommunications, and digital services across a complex, academic health sciences environment spanning multiple medical schools and their affiliated departments and programs. Working closely with senior leadership, the Executive Director develops and executes technology strategy, directs technology operations and infrastructure, and ensures the delivery of innovative, reliable, and secure services that support education, research, clinical, and administrative missions. Develops and implements a unified technology strategy, working in conjunction with enterprise/Office of Information Technology strategies and policies, that supports the missions of education, research, patient care, and administration while advancing institutional priorities and innovation across both schools.

This role has overall responsibility for technology governance, IT operations, project portfolio management, resource allocation, cybersecurity, user support services, and technology-enabled business transformation. Serving as a trusted advisor to executive leadership, the Executive Director drives the development of an integrated technology ecosystem that advances institutional priorities, promotes operational excellence, and positions the organization to meet evolving academic, research, and healthcare needs. The position reports to the Executive Vice Dean.

Among the key duties of this position are the following:

  • Provide Rutgers Medical School with executive leadership and strategic oversight for information technology, digital transformation, technology-enabled services across both medical schools and their affiliated academic, research, clinical, and administrative areas.
  • Lead organization-wide technology governance, establishing policies, standards, and operating models that promote effective service delivery, cybersecurity, and compliance in line with Rutgers University policies, procedures, and best practices.
  • Serve as the senior technology advisor to executive leadership, responsible for providing guidance on emerging technologies, strategic investments, digital transformation initiatives, while optimizing IT strategy and minimizing risk.
  • Partner with the Office of Information Technology, Rutgers Health IT Leaders, institutional leadership, governance councils, and advisory committees to align technology initiatives with organizational priorities and promote shared decision-making.
  • Oversee planning within budget, implementation, integration, and lifecycle management of enterprise applications, infrastructure, telecommunications, cloud services, and end-user computing environments.
  • Develop and implement process improvement across both medical schools, while leading the identification and evaluation of opportunities for data integration, advanced analytics, information sharing, automation.
  • Establish and monitor technology performance metrics, service standards, and operational goals to ensure high-quality, reliable, and customer-focused technology services.
  • Direct technology portfolio management, including prioritization of strategic initiatives, resource allocation, project governance, and risk mitigation.

Qualifications






Minimum Education and Experience

  • Bachelor's degree in information technology or a related field.
  • Eight (8) years of progressively more responsible experience in a related technology field.
  • Candidates must have a minimum of five (5) years' experience through increasingly responsible academic, technical and management positions within higher education information technology support.
  • Equivalent experience, education and/or training may be substituted for the degree requirements.

Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Must have background in providing technical and/or analytical support to administrative, academic, clinical or web accessible applications.
  • Knowledge of distributed computing, especially with respect to databases.
  • Outstanding human relations and leadership skills, the ability to function in a team environment, and effective oral and written communication skills required.
  • Demonstrated knowledge is necessary of how to accomplish superior performance in a unionized environment.
  • Requires a general knowledge of - business analysis, project management, databases, academic applications, educational delivery tools, and computer technology in general.
  • Must possess strong leadership and management skills, have demonstrated experience managing technology projects, and have strong skills in the use of technology in a biomedical and clinical environment.
  • Successful candidates must have the ability to work effectively with multiple constituencies, establish consensus on common technology goals and balance centralized policies wit h decentralized but compatible applications.
  • Must keep abreast of industry trends and changes in software and hardware technologies in order to improve service levels and advance the use of appropriate technologies.
  • Strong influence skills and an ability to work effectively in a matrix environment.
  • Must be team oriented, flexible, and focused on meeting the needs of a diverse user community.
  • Ability to express technical concepts effectively, both verbally and in writing.

Preferred Qualifications

  • Master's Degree preferred.
  • Expertise in SQL, Web Publishing tools, and Oracle is desirable.
