LCOR is currently seeking a Regional Facilities Manager to join the Facilities team in Bethesda, MD. The Regional Facilities Manager will work under the guidance of the Director of Facilities in overseeing the physical assets, safety, general maintenance repairs, metering, apartment make readies, preventative maintenance, and construction or rehabilitation projects for multiple apartment buildings in our portfolio. There may also be times that this position will manage stabilized assets in a facilities capacity. The Regional Facilities Manager will be required to:
- Manage maintenance operations related to the portfolio such as staff recruitment/retention, training, financial budget planning and performance, customer service and third-party vendor/suppliers, control expenses and improve customer satisfaction
- Confirm operating procedures, maintenance, and vendor management standards of contracts are met in a cost effective, safe, and efficient manner
- Write, review, and negotiate construction project and service contracts
- Manage various small capital improvement and value add projects within assigned portfolio.
- Play an active role in overseeing quality control, the commissioning process and coordination with CM during construction, turnover, initial occupancy, and stabilization of new developments. This includes the transition of Warranty Documentation, O&M Manuals, programing of Building Management Systems (BMS), obtaining copies of Electronic Building Plans (both in PDF and CAD) for the respective properties.
- Ensure delivery of services with a high level of customer satisfaction, and identify opportunities to expand contract scope management of the assigned region
- Regulatory compliance experience with understanding of PM procedures and industry standards
- Conduct physical inspections of properties with the assigned portfolio to evaluate health specifications, safety requirements, risk management, asset preservation, customer service, and company standards
- Ensure appropriate risk mitigation procedures are implemented including disaster response
- Able to successfully use communication and interpersonal skills to properly correspond with executive management, vendors, customers, and others at all levels
- Know and adhere to all policies and procedures contained in the manuals issued by LCOR Residential or as otherwise communicated to associates
- Ensure compliance with all Federal, State, and local laws
- Consistently abide by Fair Housing and OSHA regulations
Experience requirements:
- Minimum 5 years of general maintenance experience in residential property management maintenance is required, and 3+ years of supervisory experience is preferred.
- Working knowledge of HVAC, plumbing, electrical, fire protection, and energy management systems is required.
- EPA certification is required as well as other certifications/licenses as required by local, state or other regulations.
- Position requires weekend work and 24/7 on call duties.
- High school graduate or GED is required.
- Basic experience with Microsoft Office Suite (Outlook, Word and Excel), and other relevant applications is preferred.
- Mid & High-Rise buildings additionally require Certification in Boiler Operations, Chillers & Cooling Towers and Water Treatment Systems.
The below prior experience will also help the individual be successful in this role:
- Prior experience as a Service Manager on lease-up and/or stabilized properties.
- Knowledge of centralized and independent mechanical systems including WSHP / hydronic, VRF, cooling towers, as well as domestic and heating/condensing boilers.
- Experience with building automation systems and the ability to understand trends, identify problems, recommend solutions, and provide justifications for recommendations.
- Effective communication with community associates, Regional Managers, Vice Presidents, and other departments is essential, including an ability to present problems in a clear and concise manner with practical solutions as needed.
- Proven ability to conduct due diligence to make challenging decisions with confidence.
- Ability to multitask and effectively prioritize multiple deadlines and projects.
- Strong organizational skills to manage a schedule and meet deadlines.
- Ability to accurately perform basic mathematical functions.
- Ability to interact well with coworkers, supervisors, guests, vendors, contractors and the public in a professional and pleasant manner.
- Strong customer service skills.
- Ability to work in a fast-paced environment and deal with moderate levels of stress.
- Works as part of a team as well as completing assignments independently.
- Ability to read and understand manuals, operating instructions, cautionary labels, etc. and carry out instructions and plans.
- Takes instruction from supervisors.
- Exercises problem solving skills.
- Ability to work on call as scheduled 24/7; work weekends and after hours as necessary due to emergency or business need.
