Position Summary
Serve as the process owner for third party attachments to Duke owned facilities. Responsible for Negotiating, managing and Administering pole attachment Agreements and joint use agreements that protect Duke's pole assets and maximize the revenues associated with those agreements. Owns the process of completing new attacher requests, auditing existing pole attachments, collecting pole attachment revenues and interpreting the terms and conditions of various agreements. Provides training and guidance to field employees on the use of the systems and tools that are utilized to manage third party attachments to Duke facilities.
Responsibilities
Negotiate, prepare, manage and administer pole attachment agreements and joint use agreements with third parties attaching to Duke owned poles. Interface with the Legal Department as needed to develop and modify agreements. Assist with pole attachment inventories. Manage the billing and collection of pole attachment fees. Responsible for interpreting the terms and conditions of varying and different agreements. Responsible for managing the pole attachment database, auditing the accuracy of the data, and working with IT resources to support the attachment database. Manage delinquent accounts and handle collections as needed. Manage the review, approval, and processing of the Joint use engineering contractor invoices and engineering billing to the joint use customers. Assist with the processing of new attachment requests and manage the billing and collection of make ready expenses associated with pole attachments and joint use activities. Provide direction and guidance to field engineers to ensure accurate and prompt reimbursement of these expenses. Serve as primary subject matter expert to field engineers related to interpreting the terms and conditions and applying them to reimbursements. Provide direction and guidance to claims investigators regarding damaged poles. Develop rates and reciprocal pricing with joint owners as needed. Manage pole attachments accounts and relationships with attaching entities. Audit files to ensure the accuracy of our records for each attaching entity, including evidence of insurance and surety bonds. Develop and maintain relationships with attaching entities in order to proactively manage the operational relationship with each company. Subject matter expert regarding pole attachment activities. Initiate contact with other Duke employees to influence the development of standards and processes that impact third party attachments. Provide training and guidance to field employees on the use of the systems and tools that are utilized to manage third party attachments to Duke facilities. Responsible for attachment transfer notification tools such as NJUNS and for monitoring compliance with the timely completion of transfer requests and pole removal.
Required/Basic Qualifications
Associates degree in Accounting In lieu of Associates degree(s) listed above, High School/GED AND 5 year(s) related work experience

Working Conditions
Normal office environment with exposure to computer monitor and prolonged sitting at workstation. Routinely perform field visits Limited overnight travel 40 hr work week with overtime as needed
