Position Summary

Responsible for the day-to-day activities of an assigned team of Network Construction Managers. This team has a dedicated focus on vendor management, work order execution, construction, and restoration of Zayo fiber networks and services that are consistent with all defined standard operating processes and procedures. The position will support the Manager of Network Construction and work across other network construction teams within the area, as well as provide support to Zayo cross-functional teams to improve the quality of processes, deliverables, and the end-to-end customer experience.

Each network construction team is expected to maintain open communication across all areas of the business and work as a unit with consistency while building, implementing, restoring, and maintaining services, while fostering the vision and values of Zayo. This position is accountable for their assigned team and area for delivering KPIs including, but not limited to, OpEx spend, MTTR, percent on-time installs, network delivery performance, and installed revenue.

NOTE: This role is located in the Northern California Region only.

Essential Job Functions
  • Supervise a team of Network Construction Managers in support of the assigned area of responsibility for construction demands, capital and operating expense management, and KPI achievement.

  • Provide support to the Manager of Network Construction for communication and coordination with the NOC, Engineering, Field Operations, and Change Management teams.

  • Monitor and report Key Performance Indicators (KPIs), operational deliverables, and supporting workflows to measure performance and identify opportunities for process improvements and efficiencies.

  • Maintain knowledge of technologies currently in use and under development to assess their impact on operational processes and business objectives.

  • Support management of the assigned area's CAPEX and OPEX budgets and spending.

  • Maintain quality service by understanding, communicating, and enforcing organizational standards.

  • Develop and coach Network Construction Managers, identify training gaps, and support employee career development.

  • Supervise a team that provides network maintenance and restoration support 24 hours a day, 7 days a week, 365 days a year.

  • Schedule and prioritize workloads for internal network construction resources and external vendors within the assigned area.

  • Support partnerships with utility companies, municipalities, permitting agencies, and other stakeholders to streamline permitting processes and construction initiatives.

  • Management of external vendors necessary to complete projects on time and within budget.

  • Initial construction reviews in accordance with project specifications.

  • Oversight of site construction activities, including schedules, resources, and project execution.

  • Ensuring all jobs are accurately maintained within project tracking systems.

  • Coordination of permitting and licensing activities.

  • Development and review of permit and construction plans.

  • Participation in vendor evaluation and selection processes.

  • Ensuring all work is completed in accordance with Zayo construction standards, processes, and procedures.

  • Serving as a key contributor to the continuous improvement of construction practices, standards, and operational performance.

Education / Certifications
  • High School diploma or equivalent required.

  • Bachelor's degree in Architecture, Engineering, Construction Management, or a related field preferred; equivalent work experience may be considered.

Experience / Minimum Requirements
  • Three (3) to five (5) years of construction experience required.

  • At least three (3) years of direct telecommunications experience or equivalent work experience required.

  • At least two (2) years of supervisory construction experience required; three (3) to five (5) years preferred.

  • Direct supervision and management of employees.

  • Fiber engineering design, splicing, and/or construction implementation.

  • Use of optical testing equipment, including OTDR, PMD, and Optical Spectrum Analyzer tools.

  • Working knowledge of aerial and underground network construction standards.

  • Working knowledge of NESC, NEC, and OSHA standards.

Other Skills / Abilities
  • Excellent leadership, interpersonal, verbal, and written communication skills.

  • Proven people leadership and project management skills.

  • Strong background and working knowledge of fiber optic infrastructure engineering, construction, maintenance, and restoration methods.

  • Familiarity with Outside Plant (OSP) and Inside Plant (ISP) installation standards and practices.

  • Ability to identify workflow issues and implement effective solutions.

  • Demonstrated commitment to the highest ethical and professional standards.

  • Ability to operate effectively in a fast-paced, customer-focused environment while managing multiple priorities.

  • Availability to support emergency network restoration efforts on a 24x7 basis.

  • Positive attitude and commitment to delivering exceptional customer outcomes.

  • Personal commitment to safety, integrity, accountability, and continuous professional development.

  • Strong Microsoft Office skills, including Excel, Visio, Word, and PowerPoint.

Estimated base salary range: $67,000 - $103,000 USD/annually.

The base pay range shown is a guideline and reasonable estimate for this role. It takes into account the wide variety of factors that are considered in making compensation decisions. Actual compensation offered may vary from the posted range based upon geographic location, work experience, skill level, certifications, and other business and organizational needs. Non- sales roles may be eligible to participate in a discretionary annual incentive plan. Sales roles may be eligible to participate in a sales incentive plan.

Additionally, this position may be eligible for certain benefits, such as health insurance, life insurance, disability retirement plans, paid time off.
