The Position

East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for a temporary (up to six months) opening in the Maintenance & Construction department of East Bay Municipal Utility District (EBMUD). The Manager of Maintenance Support manages and directs continuous operations, equipment support services, welding, concrete, meter/backflow, paving, building tenant services, and janitorial support. The Manager will also oversee general service contracts for maintenance and construction support.

As a division manager, this position is a key member of the Operations and Maintenance Department management team and will play a major leadership role in providing ancillary services for maintenance and construction, emergency response, meter operations, and compliance with regulations regarding backflow protection.

Challenges include enhancing customer service, efficiency, responsiveness, and innovation in improving productivity and quality within the context of a collaborative environment.

The Manager has a staff of approximately 233 employees and an annual operating budget of $45 million and capital budget of $6M.

This is an exempt (at will) position, serving at the pleasure of the Board of Directors.

Typical Duties:

* Establishes division programs and functions such as meter and backflow programs; meter installation, maintenance, and repair; leak detection, underground pipeline and appurtenance locating, and valve maintenance; fleet management; centralized construction and equipment support; dispatching; and general maintenance support for EBMUD operations and maintenance

* Approves and monitors section work plans and goals; and sets division priorities to meet departmental goals and objectives

* Plans, directs, and evaluates division construction, installation, maintenance and repair, and staff activities

* Analyzes data and conducts studies and research to identify and implement more effective and productive work methods

* Recommends policies and procedures as appropriate; approves and implements changes to improve maintenance and meter services; establishes work standards to improve quality and quantity of work

* Controls the operation to achieve established standards of efficiency and costs of maintenance and support by monitoring productivity, site inspections, research, personnel movement, budget expenditures, and other operational activities

* Visits work sites to maintain effective communication, monitor progress on major projects, and observe working conditions

* Performs administrative duties such as budget preparation and control, and report preparation

* Oversees and participates in employee selection and evaluation, training, and professional development of staff; and promotes high employee morale and employee productivity

* Anticipates and implements workforce safety measures to ensure employee safety

* May represent the department as directed

* Performs other related duties and responsibilities as required

Requirements

Competency

Technical competency in the design, installation, construction, or maintenance of water system assets. Managerial competency in planning, organizing, directing, and controlling a large construction maintenance and support group; and effectively communicating verbally and in writing.

Any combination of education and experience which has provided the desirable competency which typically requires:

1. Bachelor's degree and EITHER

2a. Several years of progressively responsible experience in supervising or managing the design, construction, maintenance, or operation of infrastructure and support functions, OR 2b. Several years of other significant responsibilities related to the effective management of a major water utility.

Other Requirements:

Must possess physical characteristics to perform the critical and important duties of the class.

Must possess a valid California's driver's license and have a satisfactory driving record.
