Payroll/Labor Compliance Coordinator

Position Summary
The Payroll/Labor Compliance Coordinator is responsible for ensuring adherence to prevailing wage, certified payroll, and project-specific labor compliance requirements across multiple active construction projects. This position serves as a key check point for compliance with direct responsibility for payroll processing, certified payroll reporting, and enforcement of corrective actions to maintain audit-ready compliance files.

Essential Duties and Responsibilities
Project Compliance Oversight
  • Conduct comprehensive compliance reviews for assigned projects, including initial, ongoing, and final project audits.
  • Analyze and verify subcontractor submissions for compliance with prevailing wage laws, certified payroll requirements, and contractual obligations.
  • Identify compliance deficiencies, document findings, and initiate corrective action through formal follow-up.
  • Perform recurring follow-up reviews on previously audited projects every 3-4 weeks until full compliance is achieved.
  • Monitor flagged compliance issues and escalate high-risk items based on regulatory exposure and project impact.
  • Ensure all projects are fully compliant prior to final payroll approval and project closeout.
Payroll Processing & Certified Payroll Reporting
  • Process weekly payroll for laborers in coordination with internal superintendents and project staff, including the collection, verification, and reconciliation of reported labor hours.
  • Prepare, review, and submit all required Certified Payroll Reports for the organization, in accordance with governing agency requirements.
  • Maintain complete supporting payroll documentation suitable for agency review or audit.
  • Track labor hours and maintain accurate records for CAC reporting.
Communication & Enforcement
  • Manage compliance-related correspondence, including deficiency notices, corrective action requests, and follow-up communications.
  • Issue and monitor follow-up requests to subcontractors and internal teams to enforce submission deadlines and corrective actions.
  • Respond to ongoing compliance and payroll issues requiring immediate attention and resolution.
  • Maintain clear, professional, and authoritative written communication with subcontractors, superintendents, and internal team.
Documentation & Record Management
  • Maintain organized, complete, and audit-ready compliance and payroll files for all assigned projects.
  • Ensure all documentation is accurately logged, retained, and readily accessible for internal review or external audits.
Reporting & Coordination
  • Provide regular compliance and payroll status updates during team meetings.
  • Recommend project review and payroll prioritization based on compliance risk, reporting deadlines, and regulatory exposure.
  • Coordinate with project management, and compliance leadership to ensure alignment and issue resolution.
Qualifications
  • Proven ability to process payroll
  • Working knowledge of federal and state wage regulations.
  • Exceptional attention to detail and documentation accuracy.
  • Ability to manage multiple projects with strict regulatory deadlines.
  • Strong written communication skills with the ability to issue clear, enforceable compliance directives.
  • Proficiency in payroll systems, compliance tracking platforms, and document management tools.
  • Demonstrated experience in construction payroll, prevailing wage compliance, certified payroll, labor compliance, or payroll administration, preferred, but not required
