The Vice President, Office of the CEO serves as the CEO's senior strategic and operating partner, accountable for integrating enterprise strategy across the organization and driving disciplined execution through a high-performing executive operating model. This leader owns enterprise strategy integration and execution, ensures alignment across the Executive Leadership Team (ELT), and leads the Office of the CEO, including direct leadership of the Chief of Staff role who will focus on operationalizing the CEO's agenda ensuring disciplined execution.

Operating at the intersection of strategy, execution, governance, and enterprise leadership, the VP creates a "high-functioning executive system" that improves decision quality, accelerates outcomes, and protects CEO capacity for the highest-value work. This role acts as a force multiplier-translating strategic intent into measurable enterprise progress through clear priorities, effective governance, and sustained follow-through. Performs other duties as assigned.

Key Accountabilities:



  • Enterprise Strategy Integration

    • Partner with the CEO to shape, pressure-test, refine, and operationalize enterprise strategy, elevating concepts into actionable strategic frameworks and decision points
    • Define and maintain enterprise priorities, sequencing, and tradeoffs across business areas to ensure focus and clarity
    • Drive cross-functional strategy integration, ensuring enterprise initiatives align to strategic intent and measurable outcomes
    • Synthesize complex internal and external information into executive-ready insights to support strategy decisions, including market, competitive, policy, and regulatory signals relevant to a nonprofit health plan


  • Enterprise Execution & Delivery

    • Identify, scope, and drive the highest-value enterprise initiatives, ensuring value realization and sustained momentum
    • Lead complex, cross-functional work requiring senior-level coordination; establish clear ownership, timelines, metrics, dependencies, and risk management
    • Build and run mechanisms to track enterprise commitments and follow-through; hold owners accountable for outcomes and deliverables
    • Proactively remove barriers, escalate risks, and resolve misalignment before CEO intervention is required


  • Executive Operating Model (Enterprise "Business Operating System")

    • Own and continuously evolve the enterprise operating model, including planning cycles, quarterly operating reviews, enterprise forums, and leadership offsites
    • Define ELT cadence, decision-making norms, and accountability expectations; ensure meetings translate into action via crisp pre-work, agendas, and post-meeting execution
    • Facilitate high-impact ELT discussions to accelerate decisions, clarify tradeoffs, and reduce "decision friction"
    • Establish scalable playbooks and processes that reduce reliance on ad hoc CEO involvement


  • Board & Governance Alignment

    • Frame enterprise issues, strategic choices, and performance themes for Board and committee engagement, partnering with Corporate Secretary and ELT to ensure the Board agenda is aligned to enterprise strategy and governance best practices
    • Oversee governance processes and ensure follow-through on key decisions, including action tracking and inter-meeting Board communications discipline
    • Partner with CEO, Corporate Secretary, and Board Chair on meeting design, materials readiness, and governance rhythm


  • Market Positioning & Enterprise Narrative (Strategic Input)

    • Clarify the enterprise value proposition and strategic positioning; provide strategic input to CEO messaging and external narrative
    • Partner closely with CPO and VP, Corporate Communications (content and voice owner) to ensure message alignment with strategy and priorities


  • Lead the Office of the CEO

    • Set priorities for Office-of-the-CEO work; establish clear role delineation between VP Office of CEO, Chief of Staff, EA support, and other enabling resources
    • Lead, coach, and develop the Chief of Staff, ensuring operating cadence, executive readiness, and enterprise follow-through are executed with quality and consistency
    • Build a high-trust, high-discretion environment; act as a steward of sensitive information with the highest integrity




Required Qualification:



  • Bachelor's degree or equivalent experience in related field
  • 15+ plus years of progressive experience in enterprise strategy, transformation, management consulting, or senior operating leadership roles including significant cross-functional leadership

  • Business Acumen

    • Health Plan experience and broad working knowledge
    • Understanding of P&L drivers; operating metric dynamics and overall health plan economics

    • Demonstrated ability to shape strategy and translate it into execution, including defining priorities, sequencing, success measures, and governance
    • Strong business acumen; skilled at evaluating complex tradeoffs across enterprise needs
    • Systems thinking-connects strategy, operations, culture, and external environment into integrated action


  • Executive Operating Model & Execution Discipline

    • Proven ability to design and run an executive operating rhythm (ELT cadence, planning cycles, operating reviews) and drive follow-through with accountability
    • Exceptional ability to bring clarity to ambiguity; structured problem-solving and crisp synthesis


  • Influence, Presence, Communication

    • Exceptional executive presence, judgment, and discretion; trusted partner to CEO and credible across ELT and Board environments
    • Outstanding written and verbal communication; distills complex topics into executive-ready narratives, decision memos, and briefing materials
    • High emotional intelligence; navigates organizational dynamics with diplomacy while driving outcomes


  • Governance & Board Engagement

    • Experience preparing for and engaging with Boards and governance processes; understands the discipline of agenda framing, pre-reads, and decision follow-through





This position is an Office role, which requires an employee to work onsite at our Minnetonka office, on average, 5 days per week.

The full base pay salary range for this position is $256,600-$384,000. Annual base pay salary range placement will depend on a variety of factors including, but not limited to, education, work experience, applicable certifications and or licensures, the position's scope and responsibility, internal pay equity and external market salary data.

In addition to base compensation, this position is eligible for Medica's Short Term Incentive plan, Long Term Incentive plan and our Supplemental Executive Retirement Plan.
