How your work would contribute to our organization and the Twin Cities region:

The Manager, Negotiated Procurements, manages request for proposal (RFP) and bidding contract procurement process for professional technical services (PTS), architectural and engineering services (A&E), and Metropolitan Transportation Services (MTS) rolling stock and contracted services, with a primary focus on negotiated procurements.


What you would do in this job

  • Supervise a team of procurement professionals in contract solicitation with a focus on A&E, PTS, and MTS services
  • Manage PTS, A&E and MTS solicitation packages
  • Provide oversight and leadership in overseeing the development and maintenance of standard terms and conditions for PTS, A&E, and MTS services
  • Oversee and lead panel approvals and the selection process for negotiated procurements
  • Manage and lead adequate competition reviews and market research for competitive procurements
  • Develop, create, oversee, and review contract terms and solicitation package creation as needed negotiated procurements
  • Regularly review Software as a Service solicitation packages and contract template
  • Provide leadership in coordination with the Council project offices infrastructure work
  • Lead redlines reviews with the Non-Standard Manager in a timely and efficient manner
  • Coordinate procurement review of relevant business items and regularly update Procurement's business item guidance, standard operating procedures, and work instructions
  • Review and revise business items for procurement internal customers
  • Manage the procurement recommendation reports for selection of proposers
  • Oversee market research and adequate competition determinations
  • Review contracting process and ensure that there is adherence to internal controls, statutory requirements and grant regulations
  • Ensure templates associated with negotiated procurements consist of required funding terms and conditions, like FTA and PFA

What education and experience are required for this job (minimum qualifications)

Any combination of completed education (in Business Administration, Materials Management, Finance, Economics, or closely related field) and progressively responsible experience (in contract/procurement experience in a combination of procurement, supply change management, goods and services contracting, construction contracting and subcontract administration). Experience must include 3 years of experience leading programs, projects, or teams.

  • High school diploma/GED with ten years of experience
  • Associate degree with eight years of experience
  • Bachelor's degree with six years of experience
  • Master's degree with four years of experience

What knowledge, skills and abilities you should have within the first six months on the job:
  • Knowledge of government and contracting regulations and principles
  • Knowledge of standard professional services terms and solicitation packages- including technology, software as a service
  • Knowledge of contract processes for Architecture and Engineering services, including Brooks Act
  • Knowledge of alternative procurement methods: declarations of interest, prequalification, and request for information
  • Ability to interpret data and present solutions to problems
  • Ability to read and understand complex documents
  • Ability to respond effectively to sensitive inquiries and communicate through speech and written avenues
  • Ability to integrate data and synthesize material into policy plans
  • Ability to make effective and persuasive arguments and presentations
