Job Title: Systems Analyst 3

Location(s): Austin, TX

Position Summary
A large Texas state government agency is seeking a senior Systems Analyst 3 to support a statewide Enterprise Resource Planning (ERP) environment built on Oracle PeopleSoft HCM 9.2. The role serves as a functional and technical subject matter expert for HR, Payroll, Time and Labor, Commitment Accounting, Recruiting, Security, Workflow, Compliance, and statewide agency support functions within a large multi-tenant ERP implementation.

Key Responsibilities

  • Provide senior-level functional and technical support for PeopleSoft HCM HR/Payroll applications.
  • Support Workforce Administration, Payroll Interface, Commitment Accounting, Time and Labor, Recruiting (TAM/CG), and HR Security.
  • Configure and maintain PeopleSoft functionality including tables, workflows, approvals, and delivered tools.
  • Ensure compliance with federal labor laws, FMLA requirements, and State HR policies.
  • Develop and review Functional Design Documents (FDDs).
  • Configure and administer Approval Workflow Engine (AWE).
  • Create and maintain PS Queries, SAP Business Objects reports, BI Publisher reports, and SQL scripts.
  • Support Application Designer, Integration Broker, REST/SOAP integrations, and SQR development.
  • Monitor and troubleshoot batch processing and job scheduling activities.
  • Support PeopleSoft Update Manager (PUM), Change Assistant, Fluid UI, Elasticsearch, and lifecycle management activities.
  • Provide Tier 2 production support and incident management.
  • Participate in Major Incident Management (P1/P2) activities.
  • Coordinate disaster recovery testing and recovery validation exercises.
  • Support fiscal year-end processing, mass salary updates, benefit integrations, and statewide payroll activities.
  • Conduct requirements gathering, testing, documentation, training, and user support.
  • Prepare executive presentations, audit responses, and compliance documentation.
  • Ensure WCAG 2.1 accessibility compliance across deliverables.
  • Collaborate with agency stakeholders, managed services vendors, and technical teams.
  • Participate in upgrade testing, SOC-1 audits, and statewide ERP initiatives.
Required Skills & Experience
PeopleSoft / ERP Expertise
  • 10+ years supporting PeopleSoft HCM 9.2 HR/Payroll environments.
  • 12+ years of PeopleSoft system configuration experience.
  • Deep expertise in Workforce Administration, Payroll, Time and Labor, Commitment Accounting, Recruiting (TAM/CG), and Security.
  • Experience with AWE (Approval Workflow Engine).
  • Strong understanding of multi-tenant ERP environments.
Technical Skills
  • 15+ years of experience with:
    • PeopleSoft Application Designer
    • Integration Broker
    • SQL
    • SQR
    • BI Publisher
    • SAP Business Objects
  • 10+ years supporting:
    • PUM
    • Change Assistant
    • Fluid UI

Security & Compliance
  • 12+ years of security administration experience.
  • Strong knowledge of:
    • NIST security standards
    • ERP security controls
    • Multi-tenancy security requirements

Operations & Production Support
  • 12+ years monitoring and managing batch processing and job scheduling.
  • 10+ years providing Tier 2 support in large enterprise environments.
  • 10+ years supporting P1/P2 incidents and Major Incident Management processes.
  • Experience with disaster recovery exercises and business continuity activities.
Public Sector Experience
  • 10+ years supporting Texas state government agencies.
  • Experience supporting statewide ERP systems serving 30+ agencies.
  • Knowledge of Texas policies, procedures, and fiscal year-end processes.
  • Experience with statewide HR and payroll operations.
Project & Leadership Experience
  • Experience creating strategic roadmaps.
  • Functional project management experience.
  • Executive-level presentation experience.
  • Audit and compliance reporting experience.
  • Vendor management and contract compliance experience.
  • Cross-functional team leadership and user training experience.
Preferred Qualifications
  • Experience supporting legacy statewide financial systems.
  • Experience with ERP system synchronization activities.
  • Experience preparing WCAG 2.1-compliant documentation and training materials.
  • Knowledge of ITIL-based IT Service Management (ITSM) and IT Asset Management (ITAM) practices.
Ideal Candidate Profile
This role is highly specialized and best suited for a senior PeopleSoft HCM professional with extensive Texas state government experience, deep statewide HR/Payroll ERP expertise, strong functional configuration skills, and hands-on technical knowledge of PeopleSoft architecture, integrations, security, reporting, workflow, and enterprise production support operations. The candidate should be capable of independently supporting a large-scale multi-agency ERP environment serving over 100 agencies and approximately 80,000 employees.
