Posting Summary
Rutgers, The State University of New Jersey is seeking a Grants and Contracts Analyst III within the Office of Human Research Services ( OHRS) at the Rutgers Cancer Institute.

The primary purpose of the Grants and Contracts Analyst III is to provide comprehensive financial support to the OHRS Financial team. This position is responsible for managing the lifecycle of clinical trial revenue, with a focus on invoicing items designated as "Pure Research" in the completed Medicare Coverage Analysis ( MCA). The analyst ensures all pure research charges are meticulously tracked, invoiced via OnCore, posted, and paid in strict accordance with pharmaceutical and third-party contracts.
Essential Duties and Responsibilities include the following:

Contract Review and Clinical Trial Invoicing

  • Utilizes the RAPSS system to review Clinical Trial Contract agreements and interpret complex budget language.
  • Generates and distributes accurate, timely invoices to clinical trial sponsors through OnCore, ensuring all terms, conditions, and contract billables are strictly met.
  • Confirms that all protocol-related and subject-related milestones are invoiced in a prompt, proactive manner.


Clinical Trial Financial Quality Assurance and Calendar Maintenance
  • Performs regular quality assurance reviews of OnCore patient calendars to ensure clinical trial visits and procedures are tracked accurately for financial trigger points.
Pure Research Clinical Trial Billing Facilitation

  • Participates in study initiation meetings to review the billing plan with the research team.
  • Assists clinical research staff with the financial aspects of the study, clearly delineating between routine care services and pure research services.
  • Interacts with hospital, ancillary sites, and external vendors to ensure appropriate bill routing occurs seamlessly.

Accounts Receivable, Tracking, and Sponsor Payments

  • Responsible for tracking payments and billing pure research-related fees for an assigned caseload.
  • Identifies and addresses collection issues by actively tracking the receipt of payments and analyzing aging/uncollectible accounts receivable balances.

Vendor Management and Third-Party Problem-Solving

  • Enters requisitions in MarketPlace for payments to vendors and affiliates upon reviewing vendor invoices and validating requested payment items.
  • Assists with clinical trial billing to sponsors and serves as a primary financial resource for internal teams and applicable external parties.
  • Resolves outstanding sponsor or vendor invoices and proactively troubleshoots internal billing processes and charge-posting errors.

Collaborative Resolution and Compliance

  • Works closely with RWJBH billing and coding analysts to ensure any discrepant billing is resolved in a timely manner.
  • Reviews, researches, and resolves complex patient billing issues in alignment with Medicare Coverage Analysis (MCA) policies; communicates resolutions clearly to clinical operations and ancillary partners.

Minimum Education and Experience

  • Bachelor's Degree in a related field, plus one (1) year of related experience in a healthcare or academic environment.
  • Additional related experience may be substituted for the degree on a year-for-year basis.

  • Experience at a non-profit and/or higher education medical center is preferred.
