Overview
Ready to shape the future of science and global health? A global nonprofit that provides trusted biological materials for science and health, ATCC is seeking a Program Director responsible for the planning and execution of a portfolio of complex technical/scientific programs. This role is based in Gaithersburg, MD and works closely with ATCC Federal Solutions leadership to prioritize and sequence programs and projects within organizational capabilities, budgets, and strategic goals, and serves as the primary liaison with program sponsors, customers, and other stakeholders to support development opportunities for program growth and manage new business acquisitions. The Program Director implements best-practice tools and models to facilitate project prioritization and support go/no go threshold decisions within functional units and/or across the enterprise, leads through subordinate managers, contributes to functional/operational strategy, and develops annual business plans to ensure alignment.
This role oversees a portfolio of Maryland-based federal programs, ensuring contract compliance, high-quality execution, and stakeholder engagement. This is a hybrid role (4 days/week onsite). Responsibilities
Portfolio Program Leadership: Responsible for all aspects of a portfolio of business unit programs, including planning, budgeting, staffing, and performance. Develop programs to fulfill unmet needs within the organization and track progress against stated goals or milestones.
- Strategic Planning & Business Alignment: Contribute to strategic planning, direction, and goal setting in collaboration with senior management. Contribute to the development of functional/operational strategy and develop annual business plans to ensure alignment.
- Program Governance & Best-Practice Tools: Establish policies and tracking mechanisms related to programs and projects, including work initiation, program tracking, trade-off analysis, business case development, program reviews, escalation processes, resource planning/allocation, and program performance metrics. Participate in corporate development of methods, techniques and evaluation criteria for projects, programs, and staff.
- Budgeting, Scheduling & Resource Management: Develop program budgets and schedules ensuring alignment with strategic organizational objectives. Sequence programs and projects within the scope of organizational capabilities, budgets, and strategic goals.
- Stakeholder Liaison & Reporting: Serve as the primary liaison with program sponsors, customers, and other stakeholders to support development opportunities for program growth and manage new business acquisitions. Provide reports and updates to Senior Management or other stakeholders.
- People Leadership & Development: Hire, train, manage, and evaluate professional staff. Motivate, lead, and coach program and project managers to support professional development.
Qualifications
- Bachelor's degree and 15 or more years' experience, including 2+ years' supervisory experience or equivalent experience (PhD + 8 years or Masters + 12 years).
- Demonstrated ability to lead a federal portfolio of complex technical/scientific programs with significant autonomy, guiding prioritization, sequencing, and decision-making across functional units and/or the enterprise.
- Experience responsible for program planning, budgeting, staffing, and performance across multiple programs.
- Experience establishing program governance, policies, and tracking mechanisms (e.g., trade-off analysis, business case development, program reviews, escalation processes, resource planning/allocation, and program performance metrics).
- Experience partnering with senior management on strategic planning, direction, goal setting, and annual business planning.
- Experience serving as primary liaison with sponsors, customers, and stakeholders, providing program reports and updates to senior leaders.
- Preferred: Experience ensuring activities comply with organizational standards and external regulations in a regulated biological materials manufacturing/bioproduction environment.
- Preferred: Experience managing program growth opportunities and new business acquisitions in regulated manufacturing and/or quality system settings.
- Preferred: Scientific PhD.
Benefits
The expected salary range for this position is $200,000 to $230,000 annually. Actual compensation will be determined based on experience and qualifications as well as internal equity and alignment with market data. In addition to base salary, this role may be eligible for additional incentive compensation including regular merit increases and the corporate bonus program. We Invest in You
