Location(s): Mechanicsville, VA (Hybrid)

Summary:

A state transportation-focused IT division is seeking a senior Functional/Business Analyst to support tolling technical systems and enterprise applications. The role focuses on business process analysis, Agile requirements management, solution design documentation, backlog management, testing coordination, and stakeholder collaboration. The candidate will work closely with internal IT teams and business stakeholders to optimize operational systems and translate business needs into technical specifications.

Key Responsibilities:

  • Analyze business processes and identify operational/system improvements.
  • Conduct root cause analysis and recommend business/technical solutions.
  • Create process flows, context diagrams, and data flow diagrams.
  • Gather and document requirements, epics, features, and user stories.
  • Translate business requirements into technical design specifications.
  • Support Product Owner with backlog prioritization and dependency tracking.
  • Develop prototypes and mock-ups for solution visualization.
  • Create test plans, test cases, regression testing, and coordinate UAT.
  • Communicate testing progress with Project Managers and Scrum teams.
  • Work within Agile/Scrum environments and support sprint activities.

Required Skills & Experience:

  • 10 years of Business/Systems Analysis experience.
  • 5 years as an Agile Business Analyst.
  • Strong Scrum/Agile methodology experience.
  • Experience managing Product and Sprint backlogs.
  • Expertise in requirements gathering and user story creation.
  • Experience defining acceptance criteria and supporting development teams.
  • Strong experience with enterprise-level multi-module systems.
  • Advanced knowledge of enterprise data management concepts.
  • Strong business process modeling/BPM tools experience.
  • Experience with ALM tools.
  • Proficiency with MS Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server.
  • Excellent communication and stakeholder management skills.

Preferred Certifications:

  • CBAP
  • PMI-PBA
  • PMI-ACP

Preferred Tools:

  • Azure DevOps for Agile development and work item tracking

Key Notes:

  • Webcam required for interviews.
  • Candidate must be comfortable in a fast-paced environment.
  • Strong documentation and communication skills are critical.
  • Experience with process modeling and Agile delivery is heavily emphasized.

Additional Information:

  • Work Arrangement: Hybrid / Remote with onsite as needed.
  • Interview: Virtual with webcam required.
  • Duration: Through June 30, 2026 with possible 12 month extension.
  • Important: Candidate must be able to travel to Richmond, VA to pick up laptop.
