Position Location
This position will be located onsite at the Michoud Assembly Facility in New Orleans, Louisiana.
Job Overview
- Nova Space Solutions (NSS) is seeking a Project Management Office (PMO) Manager to support Engineering Services at NASA Michoud Assembly Facility (MAF).
- The PMO Manager leads Construction Management (CM), Project Management (PM), Project Controls (PC), and Configuration Management teams supporting CORE and IDIQ projects.
- This role oversees project execution, staffing, portfolio performance, process improvement initiatives, and customer coordination while ensuring projects are delivered safely, efficiently, and in alignment with operational and contractual requirements.
Responsibilities
Essential Job Duties:
- Assign TOs and project work based on team skillsets, workload, and schedule availability
- Review project cost and schedule performance metrics and deliver reports and presentations to customers and leadership
- Review and approve employee timesheets and resolve discrepancies
- Coordinate project meetings and ensure required reporting and communications occur throughout the project lifecycle
- Coordinate with Engineering on design reviews, project execution activities, and construction readiness
- Support procurement decisions, subcontractor coordination, and contract execution activities
- Manage change control requests and support corrective action planning as required
- Monitor project performance against approved project plans and implement corrective actions when necessary
- Ensure project readiness, execution, lessons learned, turnover, and formal closeout activities are completed
- Assess and implement industry tools, standards, and best practices to improve productivity and project execution
- Perform other duties as assigned
Key Responsibilities:
- Lead and manage CM, PM, PC, and Configuration Management teams within ESD
- Maintain overall responsibility for assigned project portfolio performance, including cost, schedule, quality, and customer satisfaction
- Monitor CORE and IDIQ project performance through cost, schedule, and performance metrics, including customer reporting, presentations, and reviews
- Oversee staffing, workload distribution, hiring activities, onboarding, and team development
- Establish and promote PMO best practices, standards, and process improvements
- Provide coaching, mentoring, and performance management for PMO personnel
- Ensure effective communication and coordination across project teams, Engineering, subcontractors, customers, and stakeholders
- Support Task Order (TO) proposal development, staffing strategy, and execution planning
- Ensure compliance with CM, PM, Project Controls, and data management standards
- Support operational readiness by ensuring personnel receive required training, site access, software permissions, and operational resources
Job Requirements
Mandatory:
- Bachelor's degree in Engineering, Construction Management, Project Management, Business, Technology, Operations Management, or related field
- Minimum of 10 years of experience managing Engineering, Procurement, and Construction (EPC) projects
- Minimum of 3 years of experience using Project Management software
- Strong leadership, organizational, communication, and planning skills
- Ability to read and interpret blueprints, engineering drawings, specifications, and technical documentation
- Ability to work independently and in a team-oriented environment
- Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Teams
- Ability to communicate effectively in English, both verbally and in writing
- Valid driver's license
- Ability to obtain and maintain required NASA site access and credentials
- Ability to pass required background screening and drug testing
Preferred:
- Project Management Professional (PMP) certification or ability to obtain within 1-2 years
- Demonstrated ability to lead, mentor, and develop project management and construction management teams
- Experience supporting NASA, Federal, or government contractor environments
- Experience managing CM, PM, and PC teams
- Familiarity with construction, engineering, and project management terminology and standards
- Experience researching technical documents, databases, and project resources
- Experience supporting large-scale IDIQ or industrial construction programs
Working Conditions:
- Work performed in office, industrial, construction, and operational environments
- Frequent interaction with customers, subcontractors, operational personnel, and project stakeholders
- Occasional exposure to active construction and industrial work areas
Physical Requirements:
- Ability to lift and carry up to 50 pounds as required
- Ability to walk stairs, climb ladders/scaffolding, and navigate industrial work environments
- Ability to wear required Personal Protective Equipment (PPE), including steel toe shoes, hard hat, gloves, and safety glasses
- Ability to work in varying indoor and outdoor environmental conditions, including heat and cold
