TITLE: Territorial Assistant Executive Director o Human Resources

DEPARTMENT: Human Resources

STATUS: Full-Time, Exempt

SALARY: $175,000 - $190,000

THE SALVATION ARMY MISSION:

MAJOR FUNCTION:
Works to further the mission of The Salvation Army. Is the secondary resource for management leadership among all Human Resource administrative personnel in the Western Territory. Covers duties for the Executive Director when he/she is out of the office. Assists in the development of uniform territorial policies for Human Resource administration consistent with changing laws in thirteen western states. Assists in the development and execution of training programs for administrators and field supervisors within the Territory. Gives focused attention to strategic and long term organizational planning to raise management standards in compliance with wage and hour laws to achieve policy compliance. Helps set standards for organizational development, employment recruitment, hiring, training, employee relations, termination, and claims. Clarifies field responsibility regarding compliance with variations in state employment law requirements regarding compensation, benefits, and employee services. Has primary responsibility for implementation of initiatives through Human Resources staff. Reports to the Executive Director as the second ranking Human Resources executive employee in the corporation. Assists the Executive Director in advising senior leadership on significant Human Resources issues. Works to coordinate policy and practices with leadership in other departments, not limited to, but including Finance, Risk Management, Legal, and Community Relations.
ESSENTIAL FUNCTIONS:

* Understands and supports the mission of the Salvation Army through interface with the ecclesiastical leadership of the Territory and applying SA values and principles to HR, business and legal issues. Operates with the understanding that The Salvation Army is a Church whose leadership consists of ordained clergy with a commitment to evangelical principles and values.
* Assists in the formulation and recommendation of Human Resources policies and objectives for the entire Territory.
* Recruits, indoctrinates and directs the employees of the Territorial Human Resources Department under the leadership of the Executive Director.
* Maintains regular contact with Command leadership through regular phone and email to CHQ and field units with travel, as required. Seeks to understand their concerns, ideas and issues. Offers guidance and support on HR matters while applying both professional acumen and Christian values common to Salvation Army clergy.
* Assists in the preparation of items for Army boards, as assigned by the Executive Director. In the absence of the Executive Director presents proposals approved by the HR Committee and other major HR matters to the Army boards.
* Assist in the determination and recommendation of employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale.
* Helps to identify legal requirements and government reporting regulations affecting Human Resources function (e.g., OSHA, EEO, TEFRA, ERISA, Wage & Hour). Monitors exposure of the organization. Directs the preparation of information requested or required for compliance. Assesses all information submitted. Acts as contact with legal counsel and outside government agencies.
* Protects interests of employees and the Territory in accordance with approved Human Resources policies and procedures and governmental laws and regulations. Approves recommendations for terminations. Reviews employee appeals through complaint procedure in the absence of the Executive Director.
* Helps direct a process of organizational planning that evaluates structure, job design, and manpower forecasting throughout the Territory. Coordinates activities across Command lines. Evaluates plans and changes to plans while assisting with recommendations to senior leadership.
* Assists in the process of organizational development that primarily addresses succession planning throughout the Territory. Coordinates activities across Command lines.
* Works with staff to establishes wage and salary structure, pay policies, performance appraisal programs, employee benefit programs and services, and company safety and health programs. Monitors for effectiveness and cost containments.
* Works with staff to establish standard recruiting and placement practices and procedures. Reviews variances to schedules. Interviews executive-level HR candidates for THQ and all Commands and makes recommendations for hire to the Executive Director.
* Works with staff to establish in-house management training programs that address Salvation Army needs across Command lines (e.g., Supervisory Skills, Performance Appraisal, Interviewing).
* Assists in defining all Human Resources programs, and authority/responsibility of Human Resources and line management within those programs. Assures that necessary education and materials are supplied to Salvation Army Officers, managers and employees-workshops, manuals, employee handbooks, standardized reports.
* Oversees day-to-day implementation of programs through Human Resources staff. Monitors administration to standards. Identifies opportunities and resolves discrepancies.
* Helps track and direct Human Resources consultants, pension administrators, training specialists, legal counsel, and other outside sources.
* Conducts a continuing study of all Human Resources policies, programs, and practices to keep the Executive Director informed of new developments.
* Directs the preparation and maintenance of such reports as are necessary to carry out functions of department.
* Keeps Executive Director informed of significant problems that jeopardize the achievement of objectives, and those, which are not being addressed adequately at the Command and field levels.



ADDITIONAL RESPONSIBILITIES:

Assumes other duties as assigned by supervisor, the Territorial Executive Director for Human Resources.

PREREQUISITES FOR THE JOB:

* Education: HR experience with legal claims, mediation, litigation, compliance with state and federal law requirements, preferably having a Master's Degree in Human Resources Management
* Past corporate HR experience through affiliation with successful company or companies who practice effective Human Resources management.
* Recognized administrative and management skills on scale, i.e., experienced working with more than two divisions or its equivalence.
* Minimum 10 years work experience gained through increasingly responsible management positions within an organization(s). At least 5 years experience of addressing HR legal concerns.
* Posses the ability to work with the Executive Director and Salvation Army leadership in the corporate management challenge of a wide range of issues, being able to directly assist those both in the ministry of The Salvation Army and its social service programs.
