Summary

Responsible for the comprehensive management of the Garland Municipal Court staff, under the leadership, supervision, and oversight of the court's Director, including: the supervision and oversight of the court's supervisory staff and the juvenile case manager(s), and acting as liaison to both internal and external departments, agencies, and vendors. Responsible for assisting with the management of the court's technology including providing complex business/project analysis of specialized applications within the court and working to enhance current/future business workflow processes. Assists the court's Director with the planning, development, and implementation of policies, procedures, and programs in compliance with Federal, State, and local laws and ordinances, to accomplish the goals and objectives of the court. Assists the court Director with administrative functions of the court including finance, budgeting, human resources, purchasing, information systems, facilities, resource planning, strategic planning and records management.

Pay Range: $69,867 - $90,833 (Depending on qualifications and experience)

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Under the immediate leadership, supervision and oversight of the court's Director, manage the operational and supervisory duties of the court's supervisory team, the juvenile case manager's office, and all other departmental branches of staff developed in support of achieving the court's statutory and professional objectives and goals;

  • Under the immediate leadership, supervision and oversight of the court's Director and Youth Diversion Program Coordinator, act as the Assistant Youth Diversion Program Coordinator by managing the expansion and growth of the Youth Diversion Program, including the recommendation and vetting of community resources and programs utilized by the program, and through the close supervision of the Juvenile Case Manager(s) ensuring sound and ethical implementation of the statutory requirements of the Youth Diversion Program;

  • Assist the court's Director with the planning, development, and implementation of the Community Court Program, including the collaboration with the Garland Independent School District, the Volunteer Now program, and any other service-based resource available for partnering, followed by the continued oversight of said program, under the immediate leadership, and continued direction, and oversight of the court's Director

  • Under the immediate supervision and oversight of the court's Director, collaborate closely with the Judiciary to assist the Director in meeting the needs of the Garland Municipal Court as a statutorily bifurcated City entity, including the Magistrate, and Administrative Hearing functions of the Judiciary;

  • Under the immediate supervision and oversight of the court's Director, identify and implement relevant continuing legal education and training opportunities for the entire court staff to ensure the court provides the most qualified and knowledgeable staffing in its legal services, and its customer services, to the public;

  • Under the immediate supervision and oversight of the court's Director, collaborate with inter-City departments related to structured functions of each relevant department's legal/justice needs, including the Garland Police Department, the City Marshal's Office, the Fire Marshal's Office, the City Attorney's Office, and all City code compliance departments;

  • Timely create and submit all reporting to State agencies as statutorily required, and all reporting to outside law firms, and business agencies as contractually required;

  • Assist the court's Director with the planning, development, implementation of the court's Record Retention Program controlling the retention of court records, including case-related records, court business records, and Judicial records, as statutorily required; and the retention of City business records based on legislatively mandated procedures and retention periods, in collaboration with the City Secretary's Office, followed by the continued oversight of said Record Retention Program;

  • Assist the court's Director with gathering and analyzing financial and budgetary data points to determine annual budget requirements to sufficiently support the court's duties, responsibilities, and programs;

  • Under the immediate supervision and oversight of the court's Director, assist with the implementation of a complex method of quality control to ensure the maintenance of case integrity and legal compliance with Federal, State, and local laws and ordinances;

  • Provide project management, technical support, and training, toward the improvement of caseflow management, record retention, and statistical reporting using the court's chosen case management software;

  • Assist the court's Director with the development, creation, and the implementation of court procedures both within the court's case management software, and in the administration of a Texas municipal court in general.

  • Act as liaison between the court, the court's City partners, the City's IT department, the court's software provider, and the court's software providers interface partners;

  • Provide expert technical assistance and training for the court's case management software to all court staff. Assist the court's Director with the development and creation of a comprehensive procedure manual for all technical and administrative functions of the court;

  • Assist the court's Director with researching trends and forecasts in preparation of determining best practices to meet the growth and/or needs of the court.

Minimum Qualifications

  • Degree in Criminal Justice, Political Science, or Business Management

  • 10+ years of graduated positional experience, including 3+ years as a Court Administrator or Clerk of the Court in (a) Texas Municipal Court(s).

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

  • Degree in Criminal Justice, Political Science, or Business Management

  • 10+ years of graduated positional experience including 7+ years as a Court Administrator or Clerk of the Court in (a) Texas Municipal Court(s) of Record.

  • Knowledge of policies, practices, procedures, and terminology of assigned functions.

  • Knowledge of information technology as related to assigned function.

  • Knowledge of criminal justice agencies and task forces.

  • Knowledge of modern practices, procedures, and methods.

  • Skill in planning, developing, monitoring, and evaluating court systems and services.

  • Skill in managing staff, allocating resources, and evaluating programs.

  • Skill in leadership and collaboration.

  • Skill in problem-solving and decision-making.

  • Skill in managing and monitoring program budgets.

  • Skill in both verbal and written communication, including presentations.

  • Ability to manage, motivate, train, develop, and evaluate staff.

  • Ability to manage and recommend program initiatives.

  • Ability to prepare and analyze administrative and statistical reports.

  • Ability to work independently and efficiently.

  • Ability to manage time well, perform multiple tasks, and organize diverse activities.

  • Ability to establish and maintain effective working relationships with departmental staff, representatives of outside departments, agencies, and providers, other City employees and officials, and the general public.

  • Ability to pass a criminal background check and be certified by CJIS.

Licenses and Certifications

  • Certified Municipal Court Clerk (Level III) or the ability to complete said certification within 1 year of hire, with an expectation of completing the National Center of State Court's Certified Court Manager and Certified Court Executive Programs, within 6 years of hire.
