**This position is only open to City of Minneapolis employees that currently work in the Human Resources Department.**
The HR Benefits Manager is responsible for the day-to-day administrative oversight of the City's health and welfare benefit programs. Its responsibilities include administrative oversight and managing the administration of benefit plans to ensure that plans meet contractual and legal requirements. In addition, the position coordinates the issuance of employee benefits Requests for Proposals (RFP). It manages the RFP process as well as coordinating and providing oversight for Citywide benefit projects and initiatives, such as the open enrollment program.
Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

- Provide administrative oversight to the City of Minneapolis health and welfare plans
- Supervise the HR Benefits and wellness staff, providing oversight, planning, training, and coaching, and monitor and appraise performance.
- Ensure timely and accurate administration for all aspects of City benefits plans, including self-insured medical plan, dental, life, disability, and the wellness program.
- Develop and annually review the City's benefits strategy to ensure benefits are meeting the needs of the enterprise based on the City's goals, department goals and business plans, health plan data and other relevant information. Determine annual workplans and recommend benefits programs and benefits plan changes to management and unions.
- Schedule and facilitate the Benefits Labor Management Committee, comprised of union and management representatives and is responsible for negotiating health benefits for all City employees. Develop agendas, facilitate meetings, and assist in necessary negotiations.
- Ensure compliance with federal, state requirements (FMLA, ACA reporting, SLDP)
- Manage the selection and ongoing relationships with health and welfare plan vendors including developing RFPs, selecting vendors, negotiating, and preparing new contracts, renewals, and service level agreements. Current vendors include:
- Medical insurance: Medica
- Dental insurance: Delta Dental
- Life insurance, Long-term disability and FMLA: The Standard
- Administrator of the flexible spending accounts, HRA/VEBA and transportation plan: Further
- VEBA Trustee: U.S. Bank
- COBRA and Retiree Continuation: 121 Benefits
- Medicare Supplement Plans: Innovo
- Serve as day-to-day contract manager and daily contact for benefit plan and wellness program contracts.
- Serve as the plan administrator and investment manager for the City of Minneapolis Defined contribution Retirement Plan (closed pension plan currently covering 16 City employees).
- Coordinate all aspects of open enrollment for City employees, retirees, and COBRA enrollees.
- Coordinate with vendors to ensure the delivery of administration and customer service is aligned with plan provisions, vendor contracts and strategic intent.
- Collaborate with HRTS to ensure that HR systems accurately and effectively support and reflect benefit plan provisions and reporting requirements.
- Maintain benefits records by developing recordkeeping and updating changes.
- Resolve complex employee questions and problems by interpreting benefits and wellness program policies and procedures.
- Reconcile benefits accounts by approving billing statements.
- Assist with preparing, recommending, monitoring, verifying, and reconciling of benefits budget.
- Complete operational requirements by scheduling and assigning employees; following up on work results.
- Oversee the development of benefits training (Getting Started in the City, wellness classes, retirement seminars) and employee communications (website, Minneapolis Matters/CityTalk articles, home mailings) to enhance understanding of and appreciation for the City's benefit plan options and promote engagement.
- Monitor effectiveness of internal plan administration and customer service and implement process improvements to ensure the quality, accuracy and consistency of delivery and improvement of the member experience.
- Conduct research; prepare briefs and other documents to department heads.
- Provide accurate and timely answers and/ or proposals to questions posted by department heads and/ or union officials.
- Oversee the Request for Proposal and selection process for and maintain the ongoing relationship with the City's Benefits Consulting broker.
- Responsible for the development and implementation of required policies and procedures related to the privacy and security of PHI under HIPAA as the Privacy Coordinator and Security Coordinator.
- Responsible for compliance with the Affordable Care Act including determining employee health care eligibility under the law as well as overseeing the required reporting.
- Prepare the final benefits vendor contracts and plan documentation.
- Develop and implement short and long-term work-plans and sets priorities for the team.
- Analyze all available internal health care data and benchmark successful external wellness. programs to develop wellness programs that drive continuous improvement of employee wellness. Facilitate changes and/or additions to programs that reflect changing needs of employees.
- Work with medical carrier and internal staff on wellness program design, approve communications and monitor participation and outcomes.
- Select and direct the activity of the fitness center operations consultant. Partner with the consultant and Property Services to develop policies and programming for the fitness center. Ensure employee engagement.
- Recommend goals and objectives and participate in the development and implementation of human resources policies and procedures related to benefits.

Required Qualifications

Minimum Education: Bachelor's Degree in Business, Government, Human Resources, or a related field or equivalent
Minimum Experience: Five years of experience in benefits administration, including project management in a corporate or public sector benefits function involving request for proposal and contract administration, and vendor relations Equivalency: An equivalent combination of education and highly related experience in a similar environment may be considered.

Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one (1) month after it has been established.
