Departmental Overview

Capital Strategies provides a full suite of planning, design, real estate, construction, and development services to UC Berkeley. Capital Strategies is part of the Administrative Division and includes real estate professionals, architects, planners, engineers, construction managers, and administrative specialists who work together to serve the campus community.

Responsibilities

  • Directs, initiates, designs, and provides analytical studies, summary reports, and background materials to an organization or departmental administrative officers and managers on proposed organization/university policies that might impact resources, staff, and faculty salary funding, organization-wide budget management, budget/accounting/resource rules, and best practices for budget, financial, and other resources management and administration. Advises department directors and managers on best practices, optimal strategy, and university policies for financial and operations management. This includes annual resource allocation approaches, trended future requirements, and operating forecasts.
  • Financial Analysis, Reporting, and Management: Independently manages budget development, analysis, and monitoring of financial performance, financial reporting, and directing. Directs the collection of budgetary and resource requirements information during planning stages, such as the annual budget process.

  • Independently performs highly complex financial or resource research and studies for both internal departments and external constituents. Generate, modify, and develop new financial and other resource reports, conduct strategic planning, and perform modeling. Analyze and manage all aspects of financial activity impacting the financial model used to assess the feasibility of internal/external project/initiative funding, staffing levels, resource allocation, forecasting, etc. Make recommendations for maximizing financial or other resource outcomes. Directs long-range strategic financial planning, modeling scenarios, and assumptions to analyze potential outcomes.
  • Accounting and Financial Systems: Prepares, reviews, and approves complex financial and accounting transactions for the department. Manages the integrity of Capital Strategies data in CalPlanning, UCPath, and other financial systems. Works collaboratively with the Finance Director to develop and implement procedures and policies to maximize efficiency. Provides departmental support in business process analysis and design, system or procedure testing and implementation, documentation, security, and workflow. Makes recommendations on maintaining and strengthening internal controls to protect University resources. Reviews and approves complex financial transactions impacting both current and reserve funds. Develops and makes recommendations on internal policies and processes that impact revenue.
  • Uses expert understanding of industry practices and organizational policies to resolve highly complex or difficult assignments. Develops and recommends internal policy/procedural changes that affect the functional area. Reviews and updates internal and external rent policies from the Real Estate Portfolio Properties. Serves as liaison with internal and external constituents.
  • Trains staff and maintains an effective team environment. May lead a team of experienced analysts. Performs other duties and tasks as needed.
Required Qualifications

  • Expert knowledge of the University (or comparable institutional knowledge) and industry finance policies, practices, and systems.
  • Ability to identify, collect, analyze, and report on complex data.
  • Expert ability to effectively communicate complex information to management both verbally and in writing in a clear and concise manner.
  • Expert ability using multiple spreadsheet and database software tools to synthesize and integrate information for highly complex, strategic financial analysis, fiscal management, and financial reports.
  • Expert interpersonal and consultative skills requiring organizational savvy; expert service orientation and critical thinking skills; attention to detail. Expert ability using organizational skills to multitask in a high-volume environment.
  • Ability to adapt to changing priorities.
  • Ability to function as a member of a team.
  • Expert knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Advanced degree in a related area and/or equivalent experience/training.
Salary & Benefits

This is a full-time, 3-year contract position with the possibility of extension.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted annual salary range that the University reasonably expects to pay for this position is $150,000.00 - $200,000.00. This is an exempt, monthly-paid position.

Other Information

This is not a visa opportunity. This position does not include sponsorship of a new consular H-1B visa petition that would require payment of the $100,000 supplemental fee.
