Position summary: JMT is seeking a Security Operations Manager to be responsible for planning, directing, and managing security operations across utility facilities, critical infrastructure, and operational environments. This role ensures the protection of personnel, assets, and systems through implementation of physical security programs, regulatory compliance, risk mitigation strategies, and emergency response coordination. Immigration sponsorship or support (e.g. H1B, F-1 CPT/OPT/STEM OPT) is not available for this position, except for qualified candidates eligible for the TN visa classification. Essential Duties and Responsibilities
- Maintain excellent relationships with clients, building occupants, architects/engineers, contractors, regulatory agencies and law enforcement.
- Lead and coordinate security personnel, contractors, and cross-functional teams supporting infrastructure protection.
- Develop, implement, and manage physical security programs for utility assets (generation, transmission, substations, facilities)
- Conduct vulnerability assessments, risk analyses, and compliance inspections to identify and mitigate threats
- Oversee access control systems (ACS), intrusion detection systems (IDS), and surveillance operations
- Manage incident response, reporting, and corrective action tracking, ensuring timely resolution and documentation
- Coordinate and lead emergency preparedness programs, including COOP, ATFP, and crisis response exercises
- Ensure compliance with NERC CIP, DHS, DoD (as applicable), and corporate security standards
- Develop and deliver security training programs for personnel and stakeholders
- Prepare executive-level briefings, reports, and metrics on security posture and operational readiness
- Support capital improvement and infrastructure projects by integrating security requirements into planning and execution
- Perform other duties as required to support organizational security and operational objectives
- Manage project schedules of assigned projects from inception to close out
- Run project job-site meetings
- Review contractor work in place to ensure compliance with plans and specifications
- Review and approval of contractor monthly requisitions and invoices
- Efficient change order management and cost control
- Report on project issues and provide status updates
- Perform other duties as may be required
Required Skills
- Strong leadership and team management skills in high-risk, mission-critical environments
- Advanced knowledge of physical security systems, threat assessment, and risk mitigation strategies
- Ability to lead multi-agency coordination and cross-functional operations
- Expertise in incident command, emergency management, and operational continuity planning
- Strong written and verbal communication skills, including executive briefings
- Ability to analyze complex operational data and develop actionable solutions
- Proficiency in policy development, compliance enforcement, and audit readiness
- Experience integrating security operations with infrastructure and facility management
Required Experience
- Minimum of ten years in security operations, law enforcement, military security forces, or critical infrastructure protection.
- Demonstrated experience managing large-scale security operations and personnel.
- Experience conducting security assessments, inspections, and compliance audits
- Proven ability to develop and implement security policies, procedures, and training programs
- Experience with incident management, emergency response, and operational planning
- Familiarity with physical security technologies (IDS, ACS, surveillance systems)
- Experience working in regulated or high-security environments (e.g., military, utilities, federal installations)
- Management Representative, Owner's Representative or Construction Superintendent
- Hands-on experience in Facilities and Infrastructure Protection projects, including system repairs and restoration. Responsibilities included actively managing, overseeing, or inspecting various construction trades, as well as working closely with stakeholders to address construction-related concerns.
- Knowledge and experience working on project costs and budgets, processing change requests, requests for information, submittals, and field observation reports
- Experience using MS Excel or related cost estimating software to develop Independent Cost Estimates for change order negotiations
- Experience reviewing engineering designs, contractor shop drawings and/or vendor specifications and plans, or similar, to determine constructability and practicality of proposed work and adherence to established standards and requirements
Preferred Experience
- Experience in power utility, energy sector, or critical infrastructure environments
- Knowledge of NERC CIP standards and utility regulatory frameworks
- Active or prior security clearance
- Bachelor's or Master's degree in Criminal Justice, Organizational Leadership, or related field
- Certifications in security management, emergency management, or risk assessment
Working Conditions Work is performed in both office and field environments, including utility sites, substations, and operational facilities. Field work requires climbing, walking and standing at these sites and may be outside in heat/cold, wet/humid, and dry/arid conditions Some lifting (up to 50 lbs.) may be required. The role may require:
- Site inspections in industrial environments
- Emergency response availability
- Travel between facilities
- Exposure to varying weather and operational conditions
