Position Summary


The successful candidate will have a strong understanding of environmental compliance requirements during construction, the ability to work comfortably across multiple environmental disciplines, and the organizational skills needed to support a high documentation, high coordination role. The candidate will be motivated, detail oriented, and ready to support construction phase environmental compliance for three large utility substation projects located on Bureau of Land Management (BLM) administered lands in White Pine, Clark, and Lincoln Counties, Nevada.


The ECO Field Specialist serves as a key link between field level construction activities and regulatory requirements, helping projects be executed responsibly, in compliance with environmental commitments, and supported by clear, defensible documentation.


This position is well suited for someone who enjoys a mix of field presence and documentation based compliance work, is comfortable working independently, and can exercise practical judgment when interfacing with construction personnel and agency representatives. Experience with BLM regulated projects, infrastructure construction, or utility facilities is strongly preferred.


This role will be active for approximately 27 months, beginning with construction near Ely, Nevada, and later expanding to include two additional sites: one near Las Vegas, and one between Ely and Las Vegas. The weekly time commitment will vary depending on construction phase, inspection needs, and incident response needs, with part time office-based presence for pre-construction planning, field-based once construction begins, and increased effort as construction projects overlap. The position is best suited for candidates who live in Ely, Las Vegas, or an intermediate Nevada location that allows regular travel between project sites.


Company work vehicle, personal protective equipment, phone, and a computer workstation will be provided to support field and office assignments. Rent reimbursement may also be applicable to qualifying applicants. Travel between the three sites will occasionally require overnight stays, typically in Ely or Las Vegas. Competitive pay is offered, and there is potential for additional work opportunities within WEST if the candidate's skills align with other project needs. Additional fieldwork opportunities may be available for candidates with experience in avian point counts, small mammal trapping, or botanical surveys.



Responsibilities Include



  • Review and track environmental compliance requirements from applicable approved federal, state, and municipal permits and approvals.
  • Conduct planned and unannounced field audits to verify implementation of required mitigation and monitoring measures during construction.
  • Observe active construction areas to assess compliance related to biological resources, cultural resources, erosion and sediment control, dust control, hazardous materials, weeds, and access restrictions.
  • Review daily, weekly, and periodic construction monitoring and inspection reports for accuracy, completeness, and consistency with permit requirements.
  • Review contractor environmental submittals (e.g., SWPPP implementation, spill prevention measures, weed management practices, biological and cultural protocols).
  • Track and document incidents, deviations, non compliance issues, and corrective actions, ensuring timelines and documentation requirements are met.
  • Support field documentation and follow up for spills, fire events, wildlife encounters, and cultural or paleontological discoveries.
  • Maintain organized, defensible compliance logs and supporting documentation suitable for agency review and project closeout.
  • Coordinate with the Project Manager to prepare timely reports.
  • Be present on site for agency inspections and support coordination with regulatory representatives, as needed.
  • Coordinate closely with WEST project management and the Project's Environmental Permitting Manager.

  • Bachelor's degree in environmental science, natural resources, biology, or a related field, or equivalent relevant experience.
  • Experience with environmental compliance during construction, preferably on federally managed lands.
  • Familiarity with BLM permitting, mitigation measures, and compliance expectations are strongly preferred.
  • Working knowledge of construction phase environmental controls, including stormwater, erosion/dust control, biological and cultural resource protection, and spill response.
  • Strong organizational and documentation skills, with comfort reviewing and tracking permit conditions and compliance records.
  • Ability to work independently in the field and communicate professionally with construction staff and agency personnel.
  • Willingness to travel within the tri-county area of Nevada and maintain a flexible schedule based on construction needs.
  • Valid driver's license.



Physical Requirements


While performing the duties of this job, the employee is regularly required to:



  • Work outdoors in remote desert environments and variable weather conditions.
  • Walk uneven terrain and active construction sites for inspections.
  • Drive 4-5 hours between project locations.
  • Carry basic field equipment and safety gear as needed.
  • Meet site safety requirements for active construction areas.
  • Operate computers, keyboards and other peripheral equipment.
  • Bend or stoop as needed.



After an offer of employment is made, the candidate must successfully pass a pre-employment background check, drug screening, and a DMV records check that meets WEST's minimum criteria to operate a motor vehicle on behalf of the company. A valid driver's license will be required.
