KATALIS Phase II (2026-2031) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT), and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia-Australia Comprehensive Economic Partnership Agreement (IACEPA) through two mutually reinforcing pillars:
Pillar 1: IACEPA institutional architecture & policy reform (secretariat and implementation support).
Pillar 2: Skills, Businesses & Inclusive Growth, including the KATALIS Phase II Business Partnership Fund (KBPF) to test, scale, and commercialize inclusive, climatesmart business models with Indonesian SMEs and Australian partners.
Purpose of the Position
The Office and Administrative Officer provides essential operational and logistical support to ensure the smooth daily functioning of the KATALIS Phase II office. Reporting to the Contract and Procurement Manager, this role focuses on the practical execution of travel arrangements, event logistics, asset tracking of the program.
Primary Responsibilities
Under the direction of the Contract and Procurement Manager, the Office and Administrative Officer will:
- Logistics & Travel Coordination: Arrange all program-related logistics, including international and domestic travel, hotel accommodations, and ground transportation for staff and consultants.
- Event Support: Provide hands-on administrative support for the preparation and execution of internal meetings, workshops, and high-level program events.
- Asset & Inventory Management: Maintain the project asset register by conducting regular physical inventory checks and ensuring all program equipment is properly tagged and secured.
- Office Administration: Support daily office operations, including managing office supplies, coordinating with building management for maintenance, and supervising office support staff (e.g., drivers or cleaners).
- Procurement Support: Assist the Procurement team by gathering quotes for routine administrative goods and services and maintaining an updated database of qualified vendors
- Financial Support: Serves as Petty Cash custodian
- Compliance & Safeguards: Ensure all logistical arrangements comply with DFAT's Value for Money (VfM) principles and program-specific operations manuals.
Other Duties
- Carry out other responsibilities as reasonably requested by the Operation Lead and consistent with the role's qualifications.
- Comply with, and advocate for, DFAT's policies in all aspects of implementation, including gender, disability, fraud and anti-corruption, PSEAH, child protection and environmental and social safeguards
Required Qualifications:
- A university degree in a relevant field, or a demonstrated equivalent through a combination of relevant work experience and academic study.
- At least 5 years of relevant experience in administration and procurement, preferably within a donor-funded development program.
- Strong understanding of procurement processes and a track record in managing office logistics and working formalities (KITAS/Visas).
- Familiarity with the Government of Indonesia's Standar Biaya Masukan (SBM) framework for payments and allowances.
- High level of proficiency in Microsoft Office (Excel, Word, Outlook, PowerPoint).
- Proven ability to work flexibly under pressure and operate diplomatically in a multi-cultural environment.
- Excellent written and verbal communication skills in English and Bahasa Indonesia
