Who we are and what we do:

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

Job Overview:

The Division of TennCare is seeking a Training Director to work in the Compliance and Policy Group within Member Services. This position will report directly to the Member Services Training Administrator. The Training Director will lead a team of training facilitators, which includes contracted staff.

The Director will be responsible for implementing instructor-led and eLearning courses aligned with the objectives of TennCare's Member Services division. This position requires the ability to understand and clearly communicate complex policy and procedures, establish and maintain positive working relationships with a wide variety of stakeholders, manage multiple projects, and adhere to deadlines. This position is part of a hybrid work program with most work being completed remotely.

Key Responsibilities:

1. Observe training delivery and provide feedback around observations

2. Provide ongoing coaching and feedback; identify development opportunities for direct reports and provide opportunities for continual growth and learning

3. Review results of post-class evaluations and assessments for common trends and patterns related to curriculum and trainer delivery

4. Research and collaborate with subject matter experts to ensure the accuracy of training content

5. Utilize various learning methods and activities to engage learners and encourage participation

6. Develop proficiency assessments to effectively measure learning outcomes

7. Conduct editorial review of training materials and communications and provide constructive feedback

8. Evaluate learning design, instructional interventions, and training delivery to ensure alignment with adult learning theories

9. Develop the TennCare program and system knowledge needed to deliver training for Member Services employees

10. Administer the learning management system and maintain accurate attendance records for all courses

Minimum Qualifications:

Education and Experience:

  • Graduation from an accredited four-year college or university with a bachelor's degree and experience equivalent to three years of full-time professional closely related program or counseling work and one year of training, or related work with a state institutional program, children's services program or private agency that includes training duties.

Substitution of Education for Experience:

  • Additional graduate coursework in one of the above areas may be substituted for the required non-specialized experience on a year-for-year basis to a maximum of two years.

OR

Substitution of Experience for Education:

  • Qualifying full-time professional experience may be substituted for the required education on a year-for-year basis to a maximum of four years.
