THE POSITION

The Department of Human Services is seeking a highly motivated, detail-oriented Fiscal Management Specialist 2 to join and grow within our Office of Medical Assistance Programs team. DESCRIPTION OF WORK

In this position, you will oversee the physical health component of the HealthChoices Program, Pennsylvania's mandatory managed care program for Medical Assistance (MA) beneficiaries. Through Physical Health Managed Care Organizations (PH-MCOs), beneficiaries receive high-quality medical care and timely access to appropriate physical health services. The department issues capitation and other payments to PH-MCOs for enrolled MA beneficiaries, while the PH-MCOs assume responsibility for reimbursing providers and managing the costs and risks associated with care delivery. To address the financial risks tied to high-cost populations, HealthChoices agreements incorporate risk-sharing, non-risk-sharing, and risk pool arrangements. These agreements also include performance-based incentives that provide additional funding to PH-MCOs for meeting targeted outcomes, as well as payments supporting the Hospital Quality Incentive Program. Additionally, overpayment recoveries are administered in accordance with HealthChoices agreements and Bureau of Program Integrity findings. This role is responsible for validating and processing all related payments and recoveries, as well as conducting research, analysis, and fiscal impact assessments associated with House Resolution 1 (H.R. 1).

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
