THE POSITION

The Pennsylvania Office of State Inspector General in the Bureau of Fraud Prevention and Prosecution, Southeast Region is on the lookout for a highly motivated and detail-oriented individual to join the team as a Special Agent A. This crucial role is responsible for conducting field and overpayment investigations relating to both initial and ongoing eligibility for the programs administered by the Pennsylvania Department of Human Services (DHS). DESCRIPTION OF WORK

The Special Agent is responsible for investigation, administrative hearings, and prosecution of cash assistance, Supplemental Nutrition Assistance Program (SNAP), medical assistance, subsidized child care overpayments and other DHS programs referred to the OSIG for investigation. Strong interpersonal skills and comprehensive investigative techniques are necessary to interviews applicants, recipients, DHS employees, and other relevant sources for information. Work includes preparing complete investigation reports, filing criminal complaints and preparing witnesses to testify for hearings and trials. Organizational skills are vital to assist the District Attorney (DA) with the presentation of the Commonwealth's case. Travel is required throughout the Commonwealth to conduct investigative activities, attend administrative hearings, conduct subject/collateral contact interviews, participate in prosecutions, and attend trainings. Out of state and overnight travel may be required as deemed necessary to an investigation.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Note: The physical location of the position could be at any of the district offices throughout Philadelphia based on operational needs.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to twelve days a month based on operational needs. You are required to be in the office or in the field at least two days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Philadelphia. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of investigative experience and a bachelor's degree; or
  • An equivalent combination of experience and training.

Special Requirements:

  • This position requires possession of an active Pennsylvania non-commercial Class C driver's license or equivalent.
  • You must obtain CLEAN/NCIC certification within two months of employment and maintain this certification for the duration of employment in this job.

Additional Requirements:

  • Must be willing to travel (sometimes overnight) while conducting OSIG law enforcement duties.
  • You must have an understanding of investigative processes and principles.
  • You must adhere to the values and ethics of the OSIG.
  • You must demonstrate professionalism and discretion in your work.
  • You must possess solid written and verbal communication skills.
  • You must show initiative and problem-solving skills.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Speak, read, and write Spanish fluently.

Legal Requirements:

  • You must pass a background investigation.
  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
  • Please note: Due to Act 29, the selected candidate will have limited law enforcement powers, which require all employees with access to agency systems to undergo fingerprinting and an in-depth background check to include criminal, tax, and credit history.
