Position Description
-
**This position is only open to City of Minneapolis employees that currently work in the Human Resources Department.**
Responsible for coordinating and implementing a comprehensive approach to total compensation that supports recruiting and retention of well-qualified and performing employees. In addition, the director reports to the Chief Human Resources Officer and serves as a member of the Human Resources Senior Leadership Team which provides strategic direction and oversight across all City human resources functions. The position leads of team of four managers.
Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

- Work collaboratively within the organization to develop cost-effective programs and ensure the City's competitive position in its defined market.
- Direct the City's employee benefits, HRIS, compensation, and classification functions in a manner that leads and mentors the team to optimize performance.
- Develop long-term compensation strategies to achieve City pay philosophy goals, including approaches to pay, performance recognition, benefits offerings, job requirements, and rewards and inducements that serve to pay for performance.
- Build and optimize an enterprise-wide compensation and benefits infrastructure, including key processes, relevant technology and communication vehicles.
- Develop strong partnerships with City departments and develop credibility and expertise of the total compensation function.
- Direct evaluations, selection processes, and negotiations with benefits consulting, administration and insurance firms to obtain favorable pricing, terms, and quality of service.
- Provide ongoing evaluation of total compensation programs and make recommendations for adjustments, continuation, or elimination of total rewards elements based on data driven measures.
- Participate in evaluation, classification and grade decisions challenged in the civil service appeal process.
- In conjunction with the Labor Relations Director, lead and coordinate employee benefit strategies related to negotiations with the City's labor unions.
- Chair and lead labor-management committees related to aspects of total compensation and employee benefits.
- Emphasize customer focus in delivering total compensation services.
- Optimize performance of the City's self-insured employee benefits program.
- Collaborate with appointed, elected, and labor leaders on issues of enterprise-wide importance.
- Recognize the value of labor as a strong partner in the City's work.
- Work with department heads to develop and invest in people.
- Co-lead a multi-year process to select and move to a new HRIS platform.

Required Qualifications

Minimum Education: Bachelor's Degree in Public or Business Administration, Human Resources, Industrial Relations, or equivalent
Minimum Experience: Eight (8) years of progressively responsible experience to include at least two (2) years in a government-related position, which involved consulting, administrative, or management experience. (A Master's Degree with a human resources or compensation focus can reduce the experience requirement by two years.)
Preferred Qualifications: Master's Degree Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
