JOB
SUMMARY
The
Human Resources Assistant provides administrative and operational support to the Human Resources
Department by assisting with employee records management, HRIS data entry, recruitment and onboarding
activities, benefits administration, leaves of absence tracking, and required employment reporting. The position
serves as a point of contact for employees, applicants, and the public, responding to inquiries and providing
information consistent with Monterey-Salinas Transit policies, collective bargaining agreements, and applicable
federal and state labor laws. The Human Resources Assistant supports compliance, accuracy, confidentiality,
and efficient HR operations under the direction of the Human Resources Supervisor.

ESSENTIAL
FUNCTIONS
Enters
new hire information in the HRIS system. Assists with the upkeep of the human resource database.
Ensures that human resource files and records are maintained in accordance with legal requirements and MST
policies
and procedures. Assist in preparing recruitment lists and job postings. Completes miscellaneous
research, reports and memos as requested. Assists with the day-to-day paperwork and tracking of Leaves of
Absences and Workers' Compensation claims. Receives and screens visitors and telephone calls. Receives
and tracks employment applications. Oversees the scheduling of applicants for interviews and participates in
interviews as an observer. Obtains and conveys information as needed. Assists in training new employees.
Supports Department personnel as needed. Answers questions and provides assistance. Keeps management
appropriately informed of area activities and of any significant problems. Attends and participates in meetings
as required. Types memos and letters as requested. Performs miscellaneous clerical function and special
projects as assigned.

REQUIRED
KNOWLEDGE, SKILLS & ABILITY
Basic
knowledge of human resources principles and practices, including employment, leave, and benefits
administration, in compliance with applicable federal and state regulations. Working knowledge of recruitment,
selection, and onboarding processes. Knowledge of standard office procedures and the use of HR-related
computer
systems and applications. Proficiency in office computer applications, including word processing,
spreadsheets, databases, and electronic filing systems; ability to learn HRIS and related software. Strong
written communication skills, including the ability to proofread, prepare correspondence, and write clearly and
concisely. Effective interpersonal and customer service skills, with the ability to communicate professionally
and courteously with employees, applicants, and the public. Organizational skills sufficient to establish and
maintain accurate records, prioritize tasks, and meet deadlines. Ability to establish and maintain cooperative
and effective working relationships with management, staff, applicants, and external contacts. Ability to
maintain confidentiality and exercise discretion when handling sensitive employee records and information.
Ability to communicate effectively in situations requiring tact, diplomacy, and sound judgment. Ability to present
information clearly to groups of applicants and new employees during orientations or informational sessions.
Ability to work accurately with attention to detail while handling multiple tasks in a fast-paced environment.

MINIMUM
QUALIFICATIONS & REQUIREMENTS
High
school graduate or equivalent; at least one year of Human Resources experience. Additional related
training is preferred.
