Who we are and what we do:

The Strategic Technology Solutions division within the Department of Finance & Administration is seeking a highly motivated and experienced Data Governance Analyst to support the Center for Enterprise Data & Analytics (CEDA) Data Governance Program. In this role, you will support the Data Governance Program advising departments and agencies on establishing a robust data governance framework to ensure the integrity, security, and compliance of their data assets while driving industry best practices in data management. You will collaborate with cross-functional teams to implement data policies, improve data quality, and establish governance frameworks. The Data Governance Analyst supports the statewide data governance program by advancing enterprise data cataloging, metadata management, and test data management practices. The role ensures data assets are documented, classified, protected, and aligned with statewide data policies and statutory requirements.

Key Responsibilities:

Enterprise Data Catalog & Metadata Management:

  1. Administer and support the enterprise data catalog platform.
  2. Enable catalog adoption through training materials, user guidance, and onboarding sessions.
  3. Facilitate onboarding of agency data assets using standardized metadata templates.
  4. Facilitate agency development and maintenance of business glossary terms aligned with statutory definitions.
  5. Enable agencies to document metadata, lineage, ownership, and classification attributes.
  6. Coordinate with data stewards and system owners to validate metadata accuracy.
  7. Track catalog adoption metrics and recommend improvements.

Data Governance Program Support:

  1. Support implementation of statewide data governance policies and standards.
  2. Coordinate stewardship activities across agencies and functional domains.
  3. Prepare governance council documentation and reporting materials.
  4. Track data-related risks, issues, and policy exceptions.
  5. Develop and report governance KPIs and maturity indicators.
  6. Support development of data ownership matrices and accountability frameworks.
  7. Contribute to change management strategies that promote consistent data practices statewide.
  8. Maintain formal documentation repositories for governance artifacts.

Test Data Management & Data Protection:

  1. Support secure provisioning of test data for development, test, and QA environments.
  2. Ensure appropriate data masking or de-identification controls are documented and implemented.
  3. Synthetic data generation support for structured and unstructured data forms.
  4. Validate compliance with applicable regulatory requirements (HIPAA, CJIS, IRS Pub 1075, etc.) and security policy.
  5. Coordinate agency learning objectives and training for test data management platform.

Minimum Qualifications:

Preferred Qualifications: Experience in state or local government. Familiarity with DAMA-DMBOK principles, framework, process management, process engineering, metrics. Experience with enterprise test data management methodology and platforms. Familiarity with structured and semi-structured data environments. Relevant certifications (CDMP, CIPM, CISA, etc.). Experience with the following technologies: Informatica Data Management Cloud (IDMC) platform GenRocket test data management platform ESRI GIS technologies
