Description

Under long-range administrative direction, the Director of Patient & Clinical Services is a senior management role in the Office of Correctional Medicine (OCM) and serves as the administrator, manager and supervisor of large-scale patient and clinical services initiatives. The Director of Patient & Clinical Services will work to plan and advance OCM patient and clinical service delivery advancements in new locations, develop strategies to optimize new partnerships, manage cross-functional project and program teams necessary to support direct health care initiatives, and establish the groundwork to ensure that those efforts become sustainable operating programs and partnerships. The Director of Patient & Clinical Services will be responsible for continually refining overall patient and clinical processes and will work with the Executive Director and other OCM leaders to improve upon the model.

Examples of Duties

Administration: 90%

  1. Serves as the Office of Correctional Medicine's (OCM) Director of Patient & Clinical Services with responsibility for planning, organizing, managing, evaluating, and enhancing correctional patient & clinical service delivery; oversees the management and operations of a health care services, ensuring high-quality patient care, staff supervision, and efficient resource management; sets strategic goals, developing policies and procedures, overseeing quality assurance, and acting as a liaison between staff, administration, and patients.
  2. Develops clinical programs and strategies to improve patient outcomes and cost efficiency through coordinated care pathways; research and recommend data sharing mechanisms to enable real-time clinical decision-making and population health management; recommends and participates in the development and implementation of improvement initiatives.
  3. Conduct due diligence assessments to identify potential patient and clinical services challenges and opportunities; develop comprehensive patient and clinical services plans outlining key strategic priorities, timelines, and responsibilities; monitors performance and identifies areas for cost optimization and revenue enhancement.
  4. Driving continuous improvement and innovation within clinical services to enhance patient outcomes and operational efficiency.
  5. Develops strategies to optimize new partnerships, manage cross-functional project and program teams necessary to support community standard patient and clinical services, and establish the groundwork to ensure that those efforts become sustainable operating programs and partnerships.
  6. Ensures adherence with all regulatory requirements and partner governance standards; monitors performance against expected outcomes and makes recommendations for improvement; guides due diligence and ensuring adherence with legal and regulatory requirements.
  7. Guides and supports cross-functional teams in all aspects of patient and clinical service efforts; responsible for the management, direction, planning, evaluation and monitoring of acquisition, integration and growth programming, including but not limited to personnel management, business functions, field operations, continuous improvement, facilities, and financial sustainability.
  8. Champions high standards of patient care by implementing strategies and plans and advising medical personnel on clinical service matters.
  9. Serves as supervisor of direct reports; assigns and reviews work; provides guidance and training; approves time off and reassigns staff to meet operating needs; counsels staff regarding work performance; recommends and imposes discipline; establishes objectives and prepares performance evaluations; determines staffing requirements. Manages teams of health care staff to ensure that employees are complying with company policies and industry and best practice health care standards when providing care; evaluates performance of clinicians with regard to goals and objectives; guides larger, cross-divisional teams outside of direct span of control within the Office of Correctional Medicine and/or with partners; mentors and develops a team of managers and/or directors, managing work allocation, systems training, performance evaluations, and the building of an effective and efficient team dynamic; iidentifies areas of over or under clinical utilization via data and analytics; works with senior leadership to develop and implement corrective action plans resulting in required process changes and outcomes when aberrant trends are identified.
  1. Improving the efficiency of clinical staff and fostering collaboration among physicians, nurses, and other care providers by minimizing their administrative burden.
  2. Assists withNational Commission for Correctional Medicine Care accreditation processes.
  3. Develops and implements processes and programs to shape working relationships, understands customer satisfaction, and resolves issues with internal and/or external customers, partners and stakeholders.
  4. Responsible for the development of policy, standard operating procedure, workflow, job aides, training materials; ensure internal staff/colleagues attend/receive required training.
  5. Directs the collection, compilation and analysis of data to drive sound business decisions and leverage data to determine program needs, trends, improvement opportunities and outcomes and establish processes and metrics to continuously monitor program performance, outcomes, and ROI.
  1. Regularly communicates with OCM Executive Director in order to jointly evaluate patient outcomes, quality, affordability, and operational results with specific and agreed to sets of metrics; ensures that program outcomes are available to support funding processes and demonstrate value proposition.
  2. Consistently maintains privacy/confidentiality of information, displaying ethics and integrity, reporting non-compliance and adhering to applicable federal, state and local laws and regulations, accreditation and license requirements (if applicable) and to current partner and SIU School of Medicine policies and procedures.

Research: 5%

A. Utilizes correctional care knowledge to participate in appropriate research and training; provides advice and consultation to research staff.
B. Publish research on correctional medicine business or clinic model findings in peer reviewed journals and other suitable media.
C. Present research at local, regional, national or international platforms.

Teaching: 5%

  1. Develop and conduct trainings as appropriate
  2. Utilizes correctional medicine care knowledge to teach residents, students and partners
  3. Participates in education conferences, seminars, and lectures for resident physicians and medical students
  1. Educate staff and partners on systems, structure, processes, best practices and outcomes that are necessary for assurance of regulatory compliance related to OCM Acquisition & Integration Section activities

Qualifications

Minimum Requirements:

  1. Master's degree in healthcare management, nursing, or a related field
  2. Current Illinois state licensure as a registered nurse
  3. Five (5) + years of experience in clinical management or a senior healthcare role
  4. Extensive experience in the correctional health care field
  5. Strong understanding of clinical operations and patient care standards
  6. Proficiency in clinical data analysis and reporting
  7. Extensive experience with the development and or implementation of quality management programming
  8. Experience with systems or program design, development, implementation, transformation or transition

Desired Qualifications:

  1. Master's degree in health services administration, healthcare management, business administration, management, industrial/organizational psychology or related field
