General Description

The Broward County Board of Commissioners Risk Management Division is seeking to fill the Assistant Director of Risk Management position. The Assistant Director plays a pivotal leadership role in safeguarding the County's people, operations, and assets. This position provides direct oversight of the liability and workers' compensation claims sections, advances enterprise risk strategies, and partners across departments to identify, assess, and mitigate risk. The ideal candidate brings strong analytical acumen, public-sector savvy, and a collaborative leadership style.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration, insurance/risk management or closely related field. (One (1) year of relevant experience may be substituted for each year of required education.)

Requires six (6) years of insurance industry experience of which two (2) years must be in self-insured and self-administered governmental entity risk management programs; four (4) years or more claims management experience or closely related experience.

Special Certifications and Licenses

Must possess and maintain a valid Florida class E driver's license for duration of appointment.

Preferred Qualifications

  • Experience administering public-sector self-insurance programs and OCIP/CCIP.
  • Direct experience with insurance procurement, policy renewal cycles, and broker/carrier management.
  • Experience with Occupational Health & Safety including familiarity with OSHA, ADA, FMLA, HIPAA, and relevant state statutes governing workers' compensation and liability claims.
  • Demonstrate success with risk analytics, dashboards, loss forecasting, and cost-of-risk reduction initiatives.
  • Project management experience (PMP or equivalent a plus).
Key Responsibilities
  • Division Leadership & Operations
    • Assist in directing, supervising, and planning the activities and operations of the Risk Management Division.
    • Recommend and implement policy and procedure changes to meet established goals and improve outcomes.
    • Assist with the creation and management of budgets, actuarial studies, and audits to ensure compliance and continuance improvement of operations.
    • Foster a collaborative and high-performance team culture by coaching employees, removing operational barriers (if applicable).
    • Promptly and appropriately addressing grievances but also recognizing and rewarding achievements to drive engagement and productivity.
  • Claims Administration
    • Provide direct supervision over liability and workers' compensation claims sections.
    • Recommend and implement policy and procedure changes to help improve efficiency in the adjudication, reporting, trending and analysis of claims to support a data driven appropriate to risk management.
  • Executive Liaison & Special Projects
    • Serve as the Director's liaison for securing consultants, insurance agents/brokers, carriers, vendors, and related services.
    • Coordinate special projects assigned by the Director to support County-wide risk initiatives.
  • Governance, Policy & Representation
    • Perform periodic reviews and draft written updates to the Division's procedures manuals.
    • Serve as Acting Director in the Director's absence and represent the Division and County at conferences, public meetings, and professional events.
  • Insurance Program Administration
    • Coordinate and assist in managing the County's self-insurance program and commercial insurance policies, including renewals and purchasing procedures.
    • Oversee compliance with policy terms, coverage limits, and procurement standards.
  • Data, Analytics & Program Evaluation
    • Supervise managers who collect and analyze workers' compensation and liability claims data, metrics for the self-insurance program, the Owner Controlled Insurance Program (OCIP), and internal performance assessments.
    • Aggregate and interpret data to evaluate program effectiveness; recommend actions or coverage changes to enhance outcomes and cost efficiency.
  • Cross-Functional Collaboration
    • Serve as the Director's liaison to educate, engage departments in enterprise risk management (ERM), and promote a culture of safety and loss prevention.
    • Work jointly with departments and divisions to formulate risk solutions, reach consensus, and inform future policies and procedures.
    • Provide guidance on risk identification, loss prevention, and continuity of operations.
  • Risk Identification & Mitigation
    • Identify, assess, and prioritize risks to prevent, minimize, or eliminate hazards while supporting uninterrupted organizational operations.
    • Lead or support risk assessments, root-cause analyses, and corrective action planning.
    • Provide oversight and guidance over safety initiatives related to all areas of occupational safety and health.
  • Other Duties

SCOPE OF WORK

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Assists in directing, supervising, and planning the activities and operations of the Risk Management Division; provides direct supervision over both the liability and workerscompensation claims sections within the Division; makes recommendations and implement changes to policies and procedures to meet established goals.

Serves as the Director's liaison and coordinates special projects as assigned by the Director for securing consultants, insurance, agents, brokers, insurance, carriers, vendors, and other services needed for managing risks on behalf of the County.

Performs periodic review and written updates of procedures manuals for the Division; serves as Acting Director in the absence of the Director and represents the Division and County at conferences, public meetings, and professional meetings.

Coordinates and assists in managing activities associated with the administration of the self-insurance program and commercial insurance policies to include the renewal of policies required and purchasing procedures to obtain required insurance coverage.

Supervises managers that collect and analyze data on claims (workers' compensation and liability) and metrics designed to measure both the self-insurance program, the Owner Controlled Insurance Program (OCIP) and internal assessments of employee performance; gathers this data to evaluate the success or opportunities for the insurance programs and insurance coverages and prescribe actions or changes in order to offer more successful outcomes to the insurance programs.

Works jointly with numerous departments and divisions in the County, in order to formulate ideas and solutions about risks and losses to arrive at a consensus or solution and use those solutions for future policies and procedures.

Identifies, assesses, and prioritizes potential risks in order to prevent, minimize or eliminate hazards or risks, while providing the ability to continue to operate the organization.

Performs related work as assigned.
